(3) Mike Rainosek advised he has talked with the Council, <br />with his neighbors and attended meetings on this annexation. He thanked <br />Ms. Hughson and Mr. Montoya for voting against the annexation. He asked <br />the Council to do the right thing and respect what they want by voting <br />against this annexation. He asked the Council to look at annexing just <br />the East side of Hunter Road and thought there would be more support there <br />for this annexation. He asked the Council to consider rejecting this <br />Ordinance. (4) James Faubion of Laurel Estates thanked Mr. Montoya and <br />Ms. Hughson for voting no on this matter. He encouraged the rest of the <br />Council to also vote no. (5) Miles Wilson of Quarry Springs urged the <br />Council to postpone annexation until the City is better able to protect <br />them. He stated the sewer system is the deal breaker. He stated the City <br />has advised wastewater service will be provided to the East side of Hunter <br />Road because of population density and land use, and does not think that <br />rationale would stand up. He stated there is no case law regarding this <br />issue. Mr. Wilson stated there is a private park they do not want to <br />make public and urged the Council to vote against this annexation. (6) <br />Billy McNabb of Quarry Springs stated he has been as diplomatic as he <br />could be and advised the wastewater service plan falls short of State law. <br />He stated if this annexation passes there would be serious legal and <br />financial consequences. He stated the City has stated there is no <br />requirement to provide wastewater to the subdivisions on the West side of <br />Hunter Road because the lots are bigger than those in San Marcos and did <br />not agree with this opinion. (7) Bob Bryant of Willow Creek Estates <br />stated he is on a fixed income and cannot afford City taxes and estimated <br />he would have a 4.71% tax increase if annexed. He thanked Ms. Tatum for <br />voting against the tax increase. He stated there was not much in the <br />downtown area but bars and the cost of water was too high. He expressed <br />discontent for the City's services and wanted the City to put in writing <br />that septic tanks would be grandfathered. He felt the City had annexed <br />more property in recent years than State law allows. He hoped the Council <br />was hearing them and said they were freedom fighters. (8) Robert <br />Habingreither of Laurel Estates stated it was a sad day when the City <br />would go against the community. The majority of the residents do not want <br />to be annexed and City laws would change the way they live. He stated the <br />cost analysis for providing services to this area shows costs may never be <br />recovered. He stated many of these residents volunteer their time and <br />expertise to San Marcos and asked the Council to please vote against this <br />proposal. He stated if annexed he will become politically active to find <br />residents to run for Council. (9) Pris Crigger of Laurel Estates stated <br />she loves where she lives, is retired and spends all her money in San <br />Marcos and thinks most of these residents do. She stated many of these <br />residents serve as volunteers and thinks they contribute a lot to San <br />Marcos. She wants the Council to provide them what they want and vote no <br />on this annexation. (10) Lee Porterfield of 806 Mountain Drive in Willow <br />Creek noted the City had a tax increase this year. He stated he believes <br />he will become a citizen of San Marcos in the future but does not think it <br />should be now. He stated it would cost the City to annex this area and <br />recognized this annexation was a part of the City's master plan. He <br />
