<br />143. <br /> <br />Special Meeting <br /> <br />November 19, 2001 <br /> <br />Page 4 <br /> <br />the reason why it would take so long to break even in providing services <br />is because no residential area pays its own way, and that is why it is <br />important for the City to have commercial and industrial development. Ms. <br />Hughson asked Staff if there was any change to the draft service plan <br />since it was released, and Mr. Gilley stated no. Mr. Cox asked if the <br />Council could discuss the 300-foot rule requiring connection to wastewater <br />services. Mr. Taylor stated the timing would be appropriate but cautioned <br />the Council there was no direct tie to the annexation. Mr. Cox stated he <br />would be interested in broader language at the next meeting amending the <br />time of one year and options for the Council's consideration. Mr. Cox <br />stated he would be interested in this on a community-wide basis, time <br />requirements and the 300-foot rule. Mr. Mihalkanin agreed. Mr. Taylor <br />stated he would work on language. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Mihalkanin, Cox, Mayhew, Tatum. <br /> <br />NAY: <br /> <br />Montoya, Hughson. <br /> <br />ABSTAIN: <br /> <br />Chiu (disclosure affidavit-real property). <br /> <br />Ms. Hughson introduced an Executive Session pursuant to the Government <br />Code, Section 551.074, to discuss the evaluation of public officers (City <br />Manager, City Attorney, Municipal Court Judge and City Clerk). Mr. <br />Mihalkanin moved to adjourn into Executive Session at 6:58 p.m. and Mr. <br />Montoya seconded the motion, which passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 11:20 p.m. and Ms. Hughson <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration approval <br />City Manager for 2001-2002. Mr. Mayhew moved to <br />salary at $108,000.00 and Ms. Tatum seconded the <br />following vote was recorded: <br /> <br />to set the salary of the <br />set the City Manager's <br />motion. On roll call the <br /> <br />AYE: <br /> <br />Montoya, Hughson, Chiu, Cox, Mayhew, Tatum. <br /> <br />NAY: <br /> <br />Mihalkanin. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Chiu introduced for consideration approval to set the salary of the <br />City Attorney for 2001-2002. Mr. Mayhew moved to set the City Attorney's <br />salary at $81,300.00 and Ms. Hughson seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Chiu introduced for consideration approval to set the salary of the <br />Municipal Court Judge for 2001-2002. Mr. Mayhew moved to set the salary <br />of the Municipal Court Judge at $70,500.00 including weekend magistration <br />and Ms. Tatum seconded the motion, which passed unanimously. <br />
