Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE 2000-2001 BUDGET TO PROVIDE END-OF-YEAR RECONCILIATION OF REVENUE AND EXPENSES; AND DECLARING AN EFFECTIVE DATE. Ms. Hughson moved for approval of the Ordinance on first reading and Ms. Tatum seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADDING A NEW SECTION 78.079 OF THE CITY CODE TO PROVIDE FOR THE CONTINUED AD VALOREM TAXATION OF LEASED VEHICLES; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mr. Mayhew moved for approval of the Ordinance on first reading and Mr. Cox seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of minutes of the Regular Meeting held November 15, 2001, minutes of the Special Meeting held November 19, 2001, two Ordinances on second reading, one Ordinance on third and final reading, and seven Resolutions by consensus. The City Council removed Items 21, 23 and 24, adoption of Resolutions, to be considered separately. Mr. Mihalkanin moved for approval of the minutes of the Regular Meeting held November 15, 2001, approval of the minutes of the Special Meeting held November 19, 2001, approval of the two Ordinances on second reading, adoption of the Ordinance on third and final reading, and adoption of the remaining four Resolutions by consensus and Ms. Hughson seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE RELEASE OF AN ELECTRICAL EASEMENT ON A 59 ACRE, MORE OR LESS, TRACT OF REAL PROPERTY OWNED BY FIVE TREE, LIMITED LOCATED IN THE 1800 BLOCK OF RANCH ROAD 12; AUTHORIZING THE CITY MANAGER TO EXECUTE A RELEASE OF THE EASEMENT; AND INCLUDING PROCEDURAL PROVISIONS. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING DIVISION 6 OF ARTICLE 3 OF CHAPTER 2 OF THE CITY CODE TO CHANGE THE NAME OF THE CITIZEN REVIEW COMMISSION TO THE SUNSET ADVISORY COMMMISSION; AND INCLUDING PROCEDURAL PROVISIONS.
