Proposed 2019-2022 Meet and Confer Agreement <br />Between the San Marcos Police Officers' Association and the City of San Marcos, Texas <br />ARTICLE 5 <br />WAGES AND COMPENSATION <br />Section 1. Hourly Base Pay <br />A. The base hourly rate for Cadet, Police Officer, Corporal, Sergeant, and Commanders are reflected in <br />the pay schedule in appendix A. This pay plan is adopted effective October 1, 2019. To implement <br />the plan: <br />Officers will be placed based on their current rate of pay in the rank/step, with the rate that is <br />the closest higher rate in the new plan. <br />Officers who are topped out in rank in the current pay plan at implementation will have a new <br />step date of October effective October 1, 2019. <br />3. Officers who would be eligible to be at a higher step based on total years of service, will be <br />eligible for an additional step in each year of this three-year agreement. <br />B. Progression within the pay plan: <br />1. Cadets will begin at the cadet rate. <br />2. When sworn in, officers will be placed on 19.00. <br />3. Officers hired through the lateral entry program may be placed up to step 19.03. <br />4. Upon promotion, an officer will move to the same step in the new rank (slide over to the same <br />step in the next rank). For example, an officer at 19.10 promotes to Corporal 20.10 on August <br />15th and has a November step date. Following promotion, the Corporal receives a step increase <br />to 20.11 in November. <br />5. Officers will increase to the next step in their rank/step each year on their anniversary date until <br />reaching the maximum step. The exception to this for current officers is Section A.3. above. <br />Section 2. Shift Differential Pay <br />A. Evening Shift: <br />Each Patrol Officer who completes the FTO program and who reports to work for his regularly <br />schedule shift which begins between the hours of 4:00 PM (on or after) and 6:59 PM shall receive <br />shift differential pay in the amount of $100 per month. To be eligible for the shift differential pay <br />for a calendar month, at least half of the shifts (80 hours or more) worked during that month must <br />have been worked during the hours identified by this section. <br />B. Midnight Shift: <br />Each Patrol Officer who completes the FTO program and who reports to work for his regularly <br />schedule shift which begins between the hours of 7:00 PM (on or after) and 12:00 midnight shall <br />receive shift differential pay in the amount of $100 per month. Effective October 1, 2020, this <br />amount shall increase to $200 per month. To be eligible for the shift differential pay for a calendar <br />month, at least half of the shifts (80 hours or more) worked during that month must have been <br />worked during the hours identified by this section. <br />Page 6 <br />
