Juan Cuestas (in) was also appointed to complete a vacancy on the Arts Commission. Mayor Moore introduced for consideration approval of three appointments to the Airport Commission. Mayor Moore moved to place the following names in nomination: Chuck Abbey (out), Jon Younger (in), Mike Dishman (out) and Dan Gibson (in). On roll call the following vote was recorded to make one appointment outside the City limits}: DISHMAN: ABBEY: Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox. Hernandez. Mr. Mike Dishman (out) was appointed to the Airport Commission. On roll call for two appointments from within the City limits the Council voted unanimously for the reappointment of Jon Younger (in) and the appointment of Dan Gibson (in). Mayor Moore introduced for consideration approval of one appointment to the Historic Preservation Commission. Mr. Moseley moved to reappoint Johnnie Armstead (at large), which passed unanimously. There will be another appointment of this Commission to consider at the next meeting. Mayor Moore introduced for consideration approval of five appointments to the Parks and Recreation Board. Mr. Mihalkanin moved to reappoint Patrick Kirwin and appoint Frances Emery. Mr. Hernandez moved to reappoint Ernie Contreras, reappoint Mike Fina and reappoint Jessica Snider. Consideration of the reappointments of Messrs. Contreras and Fina and Ms. Snider were delayed until the next meeting to confirm their willingness to be reappointed. On roll call for the remaining two appointments, the Council voted unanimously for the reappointment of Patrick Kirwin and appointment of Frances Emery. The Council expressed interest in staggering the terms of the Board for only one-third of the Board terms to expire at a time. Mayor Moore introduced for consideration approval of two appointments to the Human Development Commission. Ms. Hughson moved to reappoint Lisa Zapata and Mr. Moseley moved to reappoint Kathi Castoldi, which passed unanimously (see 1-24-2000 minutes regarding this Commission). Mayor Moore introduced for consideration approval of one appointment to the Drainage Advisory Board from Sector 3. This appointment will be rescheduled. Mayor Moore introduced a public hearing regarding an Annexation, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 71.365 ACRES, MORE OR LESS, LOCATED NEAR THE INTERSECTION OF CLOVIS BARKER ROAD AND STATE HIGHWAY 123; APPROVING A SERVICE PLAN FOR THIS TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mayor Moore opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Moore closed the public hearing.
