Mayor Moore moved to place the following names in <br />nomination: Chuck Abbey (out), Jon Younger (in), Mike Dishman (out) and <br />Dan Gibson (in). On roll call the following vote was recorded to make one <br />appointment outside the City limits}: <br /> <br />DISHMAN: <br />ABBEY: <br /> <br />Mihalkanin, Hughson, Doiron, Moore, Moseley, Cox. <br />Hernandez. <br /> <br />Mr. Mike Dishman (out) was appointed to the Airport Commission. On roll <br />call for two appointments from within the City limits the Council voted <br />unanimously for the reappointment of Jon Younger (in) and the appointment <br />of Dan Gibson (in). <br /> <br />Mayor Moore introduced for consideration approval of one appointment to <br />the Historic Preservation Commission. Mr. Moseley moved to reappoint <br />Johnnie Armstead (at large), which passed unanimously. There will be <br />another appointment of this Commission to consider at the next meeting. <br /> <br />Mayor Moore introduced for consideration approval of five appointments to <br />the Parks and Recreation Board. Mr. Mihalkanin moved to reappoint Patrick <br />Kirwin and appoint Frances Emery. Mr. Hernandez moved to reappoint Ernie <br />Contreras, reappoint Mike Fina and reappoint Jessica Snider. <br />Consideration of the reappointments of Messrs. Contreras and Fina and Ms. <br />Snider were delayed until the next meeting to confirm their willingness to <br />be reappointed. On roll call for the remaining two appointments, the <br />Council voted unanimously for the reappointment of Patrick Kirwin and <br />appointment of Frances Emery. The Council expressed interest in <br />staggering the terms of the Board for only one-third of the Board terms to <br />expire at a time. <br /> <br />Mayor Moore introduced for consideration approval of two appointments to <br />the Human Development Commission. Ms. Hughson moved to reappoint Lisa <br />Zapata and Mr. Moseley moved to reappoint Kathi Castoldi, which passed <br />unanimously (see 1-24-2000 minutes regarding this Commission). <br /> <br />Mayor Moore introduced for consideration approval of one appointment to <br />the Drainage Advisory Board from Sector 3. This appointment will be <br />rescheduled. <br /> <br />Mayor Moore introduced a public hearing regarding an Annexation, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 71.365 ACRES, MORE OR <br />LESS, LOCATED NEAR THE INTERSECTION OF CLOVIS BARKER ROAD AND STATE <br />HIGHWAY 123; APPROVING A SERVICE PLAN FOR THIS TRACT; PROVIDING FOR <br />PUBLICATION AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Moore closed the public hearing. <br /> <br />Mayor Moore introduced a public hearing regarding an Annexation, the <br />caption which was read as follows: <br />
