<br />Regular Meeting <br /> <br />January 10, 2000 <br /> <br />58. <br />Pa9= 7 <br /> <br />Mihalkanin stated crosswalks need to be painted and sidewalks need to be <br />added where they do not now exist. He thinks the project is specific and <br />well thought out and does not want anything to slow down the needed <br />sidewalks. Mayor Moore stated certificates of obligation could move the <br />project along faster. Ms. Hughson asked Mr. Gilley if it would be cheaper <br />and faster to do one bond, and Mr. Gilley replied yes. Mr. Gilley stated <br />no financial analysis has been done on the $1.5 million debt and that <br />should be done so the Council will know what the debt service would look <br />like. Mr. Gilley stated the analysis could be done by the next meeting. <br />1r. Doiron expressed interest in seeing what else might be added that the <br />iowntown area needs, and Mr. Mihalkanin expressed concern with adding too <br />nuch and lose support of the bond. It was consensus of Council to see the <br />analysis and then decide. <br /> <br />Mayor Moore introduced a discussion regarding the widening of West San <br />Antonio Street. This matter will be reworded and brought to the next <br />meeting. <br /> <br />Mayor Moore <br />Independent <br />agendize an <br />majority of <br /> <br />introduced a discussion regarding the San Marcos Consolidated <br />School District Bond Election. It was consensus of Council to <br />action item at the next meeting and vote to see if the <br />the Council will support this matter. <br /> <br />Mayor Moore introduced a discussion regarding the Alcohol Enforcement <br />Team. Police Chief Steve Griffith advised the Council at the beginning of <br />1999 there were two deaths related to alcohol. A meeting was held to see <br />if they could impact the problem and see what other areas in the State are <br />doing to address this issue. They asked patrol officers for a solution <br />regarding consumption by minors, and a program was developed; and they <br />realized they would need education along with enforcement. Team leaders <br />were selected from different agencies and then they discussed consistent <br />leadership of the program. There has been success with the program. The <br />number of party calls and the size of parties has been greatly reduced. <br />They do not expect to stamp out under age drinking, but they can impact <br />the size of the parties. Mr. Cox queried if there is a standard set of <br />operating issues, and Chief Griffith stated Mr. Glasgow has been brought <br />into this program to establish consistency in the operating procedures. <br />Mr. Glasgow advised the Council he took over this duty in November, 1999. <br />He reported to the Council on the Halloween costume incident where a minor <br />impersonated an officer identifying himself as an alcohol enforcement <br />officer. Mr. Glasgow stated they are in the development stage of <br />educating team leaders, and he will be responsible for monitoring this <br />program. Chief Griffith advised the Council they will be looking at high <br />school students as well as college students. The City of Kyle has a <br />Police Department, and that is why they are involved in this program. Mr. <br />Doiron asked what the process is for handling complaints and stated he <br />would like to receive a report of the complaints and the response. Mr. <br />Glasgow stated general complaints will be handled by him, and other <br />agencies' employees will be referred to the proper authority. He stated <br />they are mostly dealing with class c misdemeanors and will also try to <br />educate. Mr. Glasgow stated he believes he will have authority to <br />determine if someone remains in the program if they do not work out. Ms. <br />Hughson stated she is glad to see someone heading up this program. Mr. <br />Glasgow stated personnel issues will go back to the agencies, and the team <br />was first created in May, 1999. Mr. Mihalkanin expressed concern the team <br />is operating without the establishment of procedures. He wants to know <br />what the total number of tickets issued by the Alcohol Team is and how <br />many are qualified cases. Mr. Taylor will research this matter for the <br />number of quality cases, and stated the City is not a court of record. <br />Mr. Mihalkanin stated he wants information on the estimate of the <br />financial cost of the team, including overtime. Chief Griffith stated it <br />runs about $5,000 per month and is almost all overtime dollars. Mr. <br />Mihalkanin stated he is concerned students may not be able to hire an <br />attorney and does not think the program is cost effective if the wages are <br />all overtime dollars. Mr. Moseley stated he would like a report with <br />details to come to the Council for review and determine if there are any <br />
