Adoption of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.371 OF THE CITY CODE TO UPDATE THE SCHEDULE OF EMPLOYEE CLASSIFICATIONS; AND INCLUDING PROCEDURAL PROVISIONS. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE LEASE OF A TRACT OF LAND AT THE SAN MARCOS MUNICIPAL AIRPORT TO RUSSEL MOORE; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENT NO.4 TO THE DEVELOPMENT INCENTIVE AGREEMENT BETWEEN THE CITY AND DOUBLE EAGLE VENTURES, INC. FOR THE CONWAY ADDITION SECTION 4 DEVELOPMENT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AMENDMENT ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DIRECTING PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE WAIVER OF PERMIT AND INSPECTION FEES FOR THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM ADMINISTERED BY COMMUNITY ACTION, INC. OF HAYS, CALDWELL AND BLANCO COUNTIES; AND DECLARING AN EFFECTIVE DATE. Mayor Moore introduced for consideration approval to set the first Regular Meeting date in March. Some Council Members will be attending the National League of Cities Conference in Washington, D.C. on March 13. Ms. Hughson moved to set the first Regular Meeting date in March for Monday, March 6 and Mr. Doiron seconded the motion, which passed unanimously. Mayor Moore introduced a discussion regarding possible funding for the LBJ Museum. It was consensus of Council to agendize an action item at the next meeting to provide $1,000 funding from the Hotel/Motel Tourist Account. Mayor Moore introduced a discussion regarding bonds for the Downtown Improvements. Mr. Mihalkanin expressed an interest in considering Certificates of Obligation or a Bond Election to complete the downtown revitalization project. Mr. Gilley indicated $1.3 million is needed to complete the downtown square, and this would not impact the overall debt service of the City much. If the City let the bid to one contractor for this project, the disruption to downtown businesses could be minimized by doing the project over a period of time. Mr. Gilley stated the interest rates are pretty favorable at this time. Mr. Cox indicated the Council has committed to this project and that if CDBG funds are used, there would be no cost to the City. Mr. Gilley stated if the work is done in multiple contracts, the City may incur some inflationary costs. Mr. Doiron stated if bonds were issued for the downtown project, all the downtown issues could be addressed in one package as long as it was not excessive and indicated he wanted a connection of the river parks downtown. Mr.
