The master plan. <br />The master plan for the City of San Marcos shall be used to guide the growth and <br />development of the city. The master plan shall be adopted by ordinance. All city ordinances <br />governing _growth and development shall be consistent with the goals and policies contained <br />in the master plan. The commission shall conduct an ongoing review of the plan in <br />accordance with Section 7.02. The commission may recommend amendments to the master <br />plan after at least one public hearing on the proposed action. The council may amend the <br />master plan after at least one public hearin oche proposed action. The council shall not <br />act on any amendment affecting the master plan unless and until a recommendation on the <br />amendment is received from the commission. <br />The master plan for the physical development of the eity of San Ntm-cos shall cont <br />the recormnendations of fli e plamiing and zoning cornmission for growth, development an <br />amcndmcnts to the master plan to the city cotnici r at?cast onc (1) public hearing on flic <br />proposed action. The co=i! shall not act on any amendment aff-ecting the masterTdrm <br />unless and until a recon=endation on the amendment is received from the conmfissi <br /> <br />Rationale: In a memorandum from Planning and Development Services Director Ron Patterson, he <br />proposed broad-scale changes to this article, stating "the language should be concise and cover only <br />those things that are needed to cover the basic, overarching framework of [the City's] operation. I <br />believe that some of the items that are currently covered in Article VII are details that are ... best <br />handled through ordinances and not the charter. In fact, much of the language [of the current charter <br />is] already handled by separate ordinances and the [Planning and Zoning] commission's bylaws. I <br />also believe we need to have stronger references to the city master plan and its role in city <br />government". The Commission agrees with Mr. Patterson's comments. The proposed changes <br />simplify and condense this article. <br />12. Amend Section 3.02(aa)(4) and Article XI as follows: <br />Sec. 3.02. Qualifications. <br />[A city council member:] <br />(a)(4) Shall not be an officer or director of any public service company within the <br />city, or outside the city but serving inhabitants of the city, nor be the owner <br />or proprietor of any public service company in the city.
