77. <br />Regular Meeting January 24, 2000 Page 8 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE RESALE OF TWO PARCELS OF REAL PROPERTY THAT WERE <br />FORECLOSED FOR UNPAID TAXES; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Moseley moved for adoption of the Resolution and Ms. Hughson seconded <br />the motion. Mayor Moore moved to amend the Resolution to remove the tract <br />at the corner of Shady Lane and Centre Street from the Resolution and Mr. <br />Hernandez seconded the motion, which passed unanimously. The Council then <br />voted unanimously for adoption of the Resolution. <br />Mayor Moore introduced a discussion regarding a joint advertising program <br />with Prime Outlets. Vicky Conley of Prime Outlets stated they are <br />concerned for the impact the two-year construction project on IH35 will <br />have on the malls. They have prepared an IH35 Marketing Plan to reach <br />their core shoppers in Austin, San Antonio and San Marcos. This was <br />reviewed with the Council and provided in a handout. She reviewed the <br />basic media budget and stated due to the construction, the malls will not <br />maintain the economic ground they built last year. She asked the City to <br />partner with them to pursue enhanced media recommendations. She requested <br />the City contribute $100,000.00 to supplement the program they have worked <br />so hard to build. Mr. Moseley stated the malls are asking for these funds <br />because of the construction and wanted to know if a survey had been <br />conducted to determine the construction had in fact inhibited the malls. <br />Cathy Berry of Prime Outlets stated San Marcos Prime Outlets is one of the <br />top five Prime stores, and they have a history from other stores that have <br />experienced a 5-150 loss of business due to construction. Mr. Mihalkanin <br />stated it would make more sense if both outlet malls were involved in this <br />request. Ms. Conley stated Tanger is in agreement to work with Prime and <br />added she sees this partnership as promoting the City, the river and <br />downtown, as well as the malls. The Council encouraged Prime and Tanger <br />to have representatives at the next Convention and Visitors Bureau meeting <br />and for Mr. Neighbors to check the CVB budget to see if any funds were <br />available to consider funding a portion of this program. Mr. Hernandez <br />stated the City could routinely be in contact with TXDOT to get <br />information regarding the construction and pass the information on to the <br />malls, as this is certainly a safety issue. Ms. Hughson stated the <br />Council could also look into the possibility of any funding the City might <br />be able to assist with from the Tourist Account and see what all involved <br />can come up with collectively. Mr. Mihalkanin stated there are so many <br />demands on the City's budget now and the proposal is too large. He would <br />like to see them get help through the CVB if they have any available <br />funds. Mr. Doiron stated he thinks it would be more appropriate for CVB <br />to assist the malls. Mr. Cox stated it might be useful to agendize this <br />matter as an action item and possibly the City could offer some assistance <br />without a major financial commitment. Mr. Moseley agreed with Mr. Cox. <br />Mr. Hernandez stated he could not support the request as presented and <br />thinks they could work with CVB and the City could initiate better <br />dialogue with TXDOT. The Council directed this matter be agendized for <br />the next meeting and for Mr. Gilley to look at a funding source. <br />Mayor Moore introduced a discussion regarding a funding request from <br />Southside Community Center in the amount of $192,000.00 for assistance <br />with construction of the Jackson Community Apartments affordable housing <br />project for low/moderate income families. No representative from <br />Southside was present to discuss this matter with the Council. Mr. <br />Moseley moved to table the discussion and Ms. Hughson seconded the motion, <br />which passed unanimously. <br />Mayor Moore introduced a discussion regarding widening of Advance Street. <br />Mr. Doiron stated with many vehicles parking in the street, it would <br />prevent access of emergency vehicles from going into the area. He stated <br />maybe the street does not need widening and maybe the curbs could be <br />painted red to prohibit parking. He suggested Staff should look into this <br />matter. Mr. Gilley stated Staff has not investigated widening this street <br />and suggested Staff evaluate how the flow of traffic could be improved and
