3. <br />Regular Meeting February 28, 2000 Page 3 <br />10% - 15% and after all the work of the DORTF, he hopes this Ordinance gets adopted and can <br />go on to other things. Betty Starling stated the recommendations of the DORTF were passed on <br />to the Planning and Zoning Commission before the Commission completed their work. There <br />were no other speakers, so Mayor Moore closed the public hearing. Mr. Hernandez moved for <br />approval of the Ordinance on second reading and Mr. Doiron seconded the motion. The City <br />Council directed several amendments be made and brought to them on March 6, 2000 for further <br />review and discussion. On roll call the following vote was recorded: <br />AYE: Doiron, Moore, Cox, Hernandez, Mihalkanin, Hughson. <br />NAY: Moseley. <br />ABSTAIN: None. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE RECLAIMED WATER PUMP <br />STATION PROJECT AND DECLARING AN EMERGENCY. <br />Mr. Hernandez moved to table this item and Ms. Hughson seconded the motion, which passed <br />unanimously (Mr. Doiron not in the Council Chambers). <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE TOURIST INFORMATION <br />CENTER PROJECT AND DECLARING AN EFFECTIVE DATE. <br />Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Doiron seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 <br />FISCAL YEAR TO TRANSFER A CADD SYSTEM COORDINATOR POSITION <br />FROM THE PUBLIC WORKS DEPARTMENT TO THE WATER/WASTEWATER <br />DEPARTMENT AND DECLARING AN EFFECTIVE DATE. <br />Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Cox seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration the consent agenda, including approval of the <br />Minutes of the Regular Meeting held February 14, 2000, approval of four Ordinances on second <br />reading , adoption of an Ordinance on third and final reading, and adoption of nine Resolutions. <br />The Council removed items 8.B.(1), approval of an Ordinance on second reading,. 8.D.(4), <br />8.D.(5) and 8.D.(7), adoption of Resolutions, to be considered separately. Mr. Doiron moved for <br />approval of the Minutes of the Regular Meeting held February 14, 2000, approval of three <br />Ordinances on second reading {Ms. Hughson abstaining from item 8.D.(4)}, adoption of an <br />Ordinance on third and final reading, to table 8.D(5) (Resolution) and adoption of the six <br />remaining Resolutions, on consensus. Mr. Mihalkanin seconded the motion, which passed <br />unanimously. The captions of these Ordinances and Resolutions read as follows:
