6. <br />Regular Meeting February 28, 2000 Page 6 <br />DATE. <br />Mr. Moseley moved for adoption of the Resolution and Mr. Doiron seconded the motion. Ms. <br />Hughson stated once again that she would rather purchase than lease items. The Council then <br />voted unanimously for adoption of the Resolution. <br />Mayor Moore introduced a discussion item regarding a Report from the Historic Preservation <br />Commission in connection with an historic tax incentive program and overlay zoning for historic <br />properties. Jeff Kester, a representative of the Historic Preservation Commission, stated the <br />interest of the City was to attract tourism, generate jobs and local taxes, and tax incentives to <br />make home improvements. Mr. Kester feels that the citizens should be thanked for wanting to <br />keep their community beautiful. Historic overlay zoning would be composed of two <br />components; minor improvement projects under $10,000 and major improvements over 10,000 <br />the maintenance of homes. The Council agrees that downtown and other districts should be <br />handled separately. It was the consent of the Council for staff to bring an Ordinance to them. <br />Mayor Moore introduced a discussion item regarding expansion of the Activity Center. Mo <br />Johnson stated the expansion needs to occur because of the following: babysitting area needs to <br />be addressed, expansion of aerobics area, take the storage area and convert to another meeting <br />room and build another storage room. The requests have come from the users and members of <br />the Activity Center and the rapid growth of San Marcos is why the Activity Center needs to be <br />expanded. Rick Skiles stated the Activity Center is in need of meeting rooms, but not a weight <br />room. The Council should honor what the citizens were initially told from the beginning. Jim <br />Neuhaus stated he does not want the Activity Center to include resistance equipment and will <br />provide it to the citizens if the Council decides not to expand with the free weights. Ms. <br />Hughson stated she served on the Task Force and Political Action Committee and did many of <br />the speeches promoting the center. When asked about weights and similar items Ms. Hughson <br />stated the Task Force had recommended this not be done. Ms. Hughson is concerned about <br />altering the structure in a manner which the voters did not approve. Frances Emery stated she <br />uses the Activity Center and would not go to Jim's Gym, but would go to the center for <br />resistance equipment. Mayor Moore stated he would like to expand with all of the proposed <br />items, but does have some reservation on the weights. Ms. Hughson would like automated doors <br />at the Activity Center similar to the doors at the San Marcos Library. Council directed staff to <br />move forward with the project. <br />Mayor Moore introduced a discussion item regarding Reports on Alcohol Enforcement Team and <br />Hays County Drug Task Force. Chief Griffith stated he and Officer Glasgow were present to <br />answer any questions the Council may have. Ms. Hughson asked why officer reporting was only <br />done once a month and Officer Glasgow responded it is actually more than once a month that he <br />is interacting with these individuals. Mr. Moseley asked if the mission statement and procedures <br />are complete. Mr. Glasgow stated this is it, less activity in the spring versus in the fall because of <br />SWT students. Ms. Hughson stated cities like Buda and Dripping Springs, who contract with <br />the Sheriff's Department, are not paying fees for police services. She has a problem with the San <br />Marcos Police Department having to help other cities who are not paying their fare share. <br />Mayor Moore introduced a discussion item regarding Policies on Alley Use. Mr. Swart stated a <br />nearby landowner built a fence to close the alley way behind land he ownes and he would like to <br />have access to the alley. Mr. Cox stated he requested this item be on this agenda because the <br />discussion needs to be much broader. Mr. Taylor stated the City has not legally adopted a policy <br />for this type of situation. Ms. Hughson asked if the City is currently charging for alleys and Mr. <br />Taylor responded there is no charge. Mr. Gilley stated this is a policy issue and needs to be <br />addressed before Mr. Swart's process can be taken care of. The Council would like the City <br />Attorney, Mark Taylor, to provide background information on what can and cannot be done. <br />Mayor Moore introduced a discussion item regarding Report on Green Guy Recycling Program. <br />There was no representative at this meeting. <br />Mayor Moore introduced a discussion item regarding the Bond Oversight Committee's charge. <br />John McBride, a member of the Bond Oversight Committee, referred to a letter to the Mayor and
