City Council Meeting Minutes August 20, 2019 <br />effective date. <br />13. Consider approval of Resolution 2019-150R, approving a contract with Troy Scott Najar <br />doing business as Evergreen Southwest for Micro -Solve Chemical product to be used in <br />the City's Sanitary Sewer Collection System in the estimated annual amount of $70,000; <br />authorizing the City Manager or his designee to execute the contract on behalf of the City; <br />and declaring an effective date. <br />14. Consider approval of Resolution 2019-151R, approving a change in service to the <br />agreement with Online Utility Exchange services providing for web -based services <br />related to the vetting of new utility account applicants to add additional services and <br />support at a cost of $17,000; authorizing the City Manager or his designee to execute the <br />appropriate documents to implement the change in service; and declaring an effective <br />date. <br />15. Consider approval of Resolution 2019-152R, approving an Election Services Agreement <br />with the Hays County Elections Administrator, for her provision of Election Services for <br />the City's General Election to be held on November 5, 2019 and, if necessary, a Runoff <br />Election to be held in accordance with State law; authorizing the City Manager or his <br />designee to execute the agreement on behalf of the City; and declaring an effective date. <br />A motion was made by Council Member Mihalkanin, seconded by Council <br />Member Derrick, to approve Resolution 2019-152R. <br />Discussion was held regarding training of the new equipment and a demo will <br />be set up by the County at various locations. A training video will be made and <br />placed on our website so citizens can view. Council would like staff to reach <br />out to our senior community to make sure they are aware if the new process as <br />well. <br />Council would like make sure the City is more involved in the process in the <br />following year with the possibility of utilizing the Legislative Committee to <br />further these discussions. <br />The motion to approve carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />16. Consider approval of Resolution 2019-153R, approving the terms and conditions of a <br />Joint Election Agreement between the City of San Marcos and Hays County for the <br />holding of a joint election on November 5, 2019; authorizing the City Manager to execute <br />the agreement on behalf of the City; authorizing the City Manager and City Clerk to <br />negotiate minor revisions to this agreement; and declaring an effective date. <br />City of San Marcos Page 9 <br />
