22. <br />Regular Meeting March 6, 2000 Page 2 <br />Mayor Moore introduced for consideration one appointment to the San Marcos Industrial <br />Development Corporation. There were no nominations at this time and will be rescheduled for <br />March 27, 2000 <br />Mayor Moore introduced for consideration one appointment to the Youth Commission. Mr. <br />Doiron moved to appoint Valerie Rios as a representative from the San Marcos High School , <br />which passed unanimously. <br />Mayor Moore introduced for consideration three appointments to the Senior Citizens Advisory <br />Board. Mayor Moore moved to reappoint Beth Morrisset, which passed unanimously. There <br />were no other nominations for the other two appointments. These appointments will be <br />rescheduled for March 27, 2000. <br />Mayor Moore introduced for consideration two appointments to the Airport Commission. Ms. <br />Hughson moved to appoint Debra Lockett (in) and Mayor Moore moved to appoint Charles <br />Abbey (out), which passed unanimously. <br />Mayor Moore introduced for consideration one appointment to the Convention and Visitors <br />Bureau. Ms. Hughson moved to appoint Bob Mooney to complete a vacancy. Mr. Mooney is <br />currently serving on the Planning and Zoning Commission and would not like to resign his <br />position at this time. Ms. Hughson withdrew her nomination. There were no other nominations <br />at this time and will be rescheduled for March 27, 2000. <br />Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS APPROVING THE ABANDONMENT OF THE ALLEYWAY BETWEEN <br />LOTS 11 AND 12, BLOCK 1 OF THE WEST END ADDITION; APPROVING THE <br />CONVEYANCE OF THIS ALLEYWAY TO DAVID BOYSEN; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE A DEED; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no <br />speakers, so Mayor Moore closed the public hearing. Mr. Moseley moved for approval of the <br />Ordinance on first reading and Mr. Hernandez seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DESIGNATING A REINVESTMENT ZONE NO. 16 PURSUANT TO <br />CHAPTER 312 OF THE TEXAS TAX CODE, CONSISTING OF APPROXIMATELY <br />1,101 ACRES OF LAND NEAR THE INTERSECTION OF POSEY ROAD AND OLD <br />BASTROP HIGHWAY; MAKING STATUTORY FINDINGS; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Tom Wassenich <br />asked what is the value of the tax abatement. Ms. Huffman stated the value would be on the <br />agreement to be on the same agenda as the third reading of the Ordinance. There were no other <br />speakers, so Mayor Moore closed the public hearing. Mr. Moseley moved for approval of the <br />Ordinance on first reading and Mr. Cox seconded the motion. On roll call the following vote <br />was recorded: <br />AYE: Hernandez, Mihalkanin, Hughson, Moore, Moseley, Cox. <br />NAY: Doiron. <br />ABSTAIN: None.
