23. <br />Regular Meeting March 6, 2000 Page 3 <br />Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING <br />AND REZONING A 15.80 ACRE TRACT OF PROPERTY LOCATED IN THE 1800 <br />BLOCK OF RANCH ROAD 12 FROM UNZONED AND "R-1" SINGLE-FAMILY <br />DWELLING DISTRICT (LOW DENSITY) TO "MF-2" MULTI-FAMILY DISTRICT <br />(MEDIUM DENSITY) AND BY ZONING AND REZONING A 42.48 ACRE TRACT <br />OF PROPERTY LOCATED OFF OF THE 1800 BLOCK OF RANCH ROAD 12 FROM <br />UNZONED AND "R-1" SINGLE-FAMILY DWELLING DISTRICT (LOW DENSITY) <br />TO "P" PUBLIC DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Randall Morris <br />stated he has been working on this project for five or six months and to the best of his <br />knowledge, it has been done correctly. Mr. Morris stated he will only use a small portion of the <br />land to develop an apartment complex and the remaining acres will. be set aside for public <br />zoning. There is a need for cleanup on this property and Mr. Morris will be responsible for the <br />cost and labor of the cleanup. Ms. Hughson asked what size will the units be? Mr. Morris stated <br />the size of the units has not been determined and the plans have yet to be drawn up. Dianne <br />Wassenich stated she is in favor of this project because the impervious cover will total 22% and <br />the cleanup will be done by Mr. Morris and not the public. Jim Byrn stated an apartment <br />complex would be easier than single family because of infrastructure; less water, traffic and <br />sewer with a bonus of greenspace. Sherwood Bishop stated he supports this Zoning Ordinance <br />because beginnings of a greenbelt would be established in San Marcos. Tom McNair, President <br />of Hughson Heights Neighborhood, stated the traffic on Ranch Road 12 is already unbearable <br />and building this apartment complex would increase the traffic tremendously. He feels there is <br />too many apartment complexes in that area and there is no need for more. John McBride, <br />resident of Oak Heights, stated this is the wrong place for this project and the reason for <br />considering this Zoning Ordinance is the donation of greenspace. Mr. McBride stated the Master <br />Plan says no apartments in this area and if the Council wants this project they should wait until <br />the infrastructure can support it. There were no other speakers, so Mayor Moore closed the <br />public hearing. Ms. Hughson moved for adoption of the Zoning Ordinance and Mr. Doiron <br />seconded the motion. Discussion ensued. The Council voted unanimously for adoption of the <br />Zoning Ordinance. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1.999-2000 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE RECLAIMED WATER PUMP <br />STATION PROJECT AND DECLARING AN EMERGENCY. <br />Mr. Moseley moved for adoption of the Ordinance on emergency and Mr. Cox seconded the <br />motion, which passed unanimously (Mr. Doiron not in the Council Chambers for this item). <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE SPRING LAKE WATER LINE <br />PROJECT AND DECLARING AN EMERGENCY. <br />Mr. Hernandez moved to table the Ordinance on emergency and Mr. Moseley seconded the <br />motion, which passed unanimously (Mr. Doiron not in the Council Chambers for this item).
