24. <br />Regular Meeting March 6, 2000 Page 4 <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE COMPREHENSIVE SELECTIVE <br />TRAFFIC ENFORCEMENT PROGRAM AND DECLARING AN EMERGENCY. <br />Mr. Hernandez moved for adoption of the Ordinance on emergency and Ms. Hughson seconded <br />the motion. Mr. Hernandez stated this program needs to concentrate on the neighborhoods. The <br />Council voted unanimously for adoption of the Ordinance on emergency (Mr. Doiron out of the <br />Council Chambers for this item). <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 <br />FISCAL YEAR TO PROVIDE FUNDING FOR 2000 CENSUS-RELATED <br />ACTIVITIES AND DECLARING AN EFFECTIVE DATE. <br />Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Cox seconded the <br />motion. Mr. Moseley stated there is an urgency for this item to be adopted on emergency <br />because of the timing required. A proposed budget was presented. Mr. Moseley moved to <br />amend the Ordinance to read on emergency and Mr. Doiron seconded the motion. On roll call <br />the following vote was recorded: <br />AYE: Cox, Hernandez, Mihalkanin, Doiron,'Moore, Moseley. <br />NAY: Hughson. <br />ABSTAIN: None. <br />On the main motion the Council unanimously adopted the Ordinance on emergency. <br />Mayor Moore introduced for consideration adoption of an Ordinance on third and final reading, <br />the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING CHAPTER 94, DEVELOPMENT STANDARDS, OF THE CITY <br />CODE TO ADD A NEW ARTICLE 6, EDWARDS AQUIFER PROTECTION <br />REGULATIONS; AMENDING CHAPTER 110, SUBDIVISIONS, OF THE CITY <br />CODE TO DELETE PROVISIONS RELATED TO THE EDWARDS AQUIFER <br />RECHARGE ZONE AND TO MAKE OTHER CONFORMING AMENDMENTS; <br />INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE <br />DATE. <br />Ms. Hughson moved for adoption of the Ordinance on third and final reading and Mr. Doiron <br />seconded the motion. Ms. Hughson moved to amend Section 94.524 Impervious cover <br />limitation: Size of Site reads "One acre or less 50%, More than one acre, up to and including <br />three acres 40%, More than three acres and less than five acres 30% and Five acres or more 25%" <br />to read "Up to and including three acres 40%, More than three acres and less than five acres 30% <br />and Five acres or more 25%" and Mr. Cox seconded the motion, which passed unanimously. <br />Ms. Hughson moved to amend Section 4 Review of development plat fee to insert 17,500 max." <br />and Mr. Doiron seconded the motion, which passed unanimously. Ms. Hughson moved to <br />amend Section 4 Administrative fee-City maintenance of BMP $250 to read "Late fee-Late <br />submission of annual BMP maintenance report $250" and Mr. Mihalkanin seconded the motion, <br />which passed unanimously.
