134. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 24, 2000 PRESENT: Mayor Billy G. Alvarez, Sherri Russell, Matt Dunda, Stacye Wilson, Kate Elrod, Anthony Ortega, Collette Duran, Ron Yager, Marie Yager, Joe Castillo, Melissa Millecam, Joe Lucio, Phil Neighbors, Gwen Smith, Alphonso Washington, Kelly Franks, Kim Porterfield, Robert Cotner, Jill Ivie, Kyev Tatum, Martha Tatum, Shaune Maycock, David Chiu, and others. Mayor Moore called the meeting to order at 7:00 p.m. Mayor Moore introduced the ten-minute citizen comment period. 1. John Fogarty, attorney for Time Warner Cable, stated the Franchise Ordinance, Grande Communications, would be competitive to other franchises in the community and wants the City to be fair with all and hopes this addition will be beneficial to the community. 2. Robert Cotner stated the Heritage Association Tour will be on May 6-7,2000 and Sights & Sounds of Christmas was well attended. Mr. Cotner presented two pictures to the City Manager of Sights & Sounds of Christmas in 1999. Mayor Moore introduced for consideration one appointment to the Drainage Advisory Board. Mr. Doiron did not have a nomination at this time and will need to make this appointment at the next regular City Council Meeting. Mayor Moore introduced for consideration two appointments to the Main Street Advisory Board. Mayor Moore moved to appoint Leila Allouche as a representative of downtown and to appoint James Nettleton as a representative of downtown, which passed unanimously. Mayor Moore introduced for consideration one appointment to the Construction Board of Adjustments and Appeals. Mr. Doiron moved to appoint Ngoc Nguyen as an Architect, which passed unanimously. Mayor Moore introduced for consideration one appointment to the Human Services Advisory Board. There were no nominations and this appointment will be made at the next regular City Council Meeting. *Mr. Mihalkanin not present at this meeting.
