<br />136. <br />Regular Meeting April 24,2000 Page 3 <br />Mr. Tatum stated the funding of $100,000 he is requesting is to have a new building built directly <br />behind the current Mitchell Opportunity Center and the land extends all the way across, which <br />connects to Dunbar and other facilities nearby. This would provide safety for the children to go <br />back and forth to all facilities. Mr. Gilley stated Staff will be responsible for keeping track of all <br />funds spent and how they are spent. Mr. Hernandez would like $6,664 to the Youth Service <br />Bureau for summer programs and Ms. Hughson would like funding to the Food Bank to purchase <br />a van. Mr. Moseley would like $5,000 to Abundant Life, $4,590.50 to San Marcos Area Seniors <br />Association, 54,593.50 to the San Marcos Food Bank and $6,664 to Youth Service Bureau. Mr. <br />Cox stated he would like Staff to set up a meeting with CARTS to help the agencies with <br />transportation instead of the City funding all agencies to purchase a van for each one of them. <br />Mr. Hernandez moved to amend to fund the San Marcos Food Bank with $21,571 to purchase a <br />van and Ms. Hughson seconded the motion, which passed unanimously. Mr. Gilley noted HUD <br />requires that facilities receiving CDBG funds must be accessible to the public a majority of the <br />time during the facilities normal operating hours and a refund may be required. Ms. Hughson <br />asked if this is currently in our contracts and Mr. Taylor replied it was not. Ms. Hughson <br />suggested it be added to the contracts and the Council agreed. The Council then voted <br />unanimously for adoption of the Resolution. <br />Mayor Moore introduced for consideration the consent agenda, including approval of the <br />Minutes of the Regular Meeting held April 10, 2000, approval of four Ordinances on second <br />reading, adoption of three Ordinances on third and final reading, adoption of nine Resolutions, <br />approval of Change Order No.2 to the Gary Job Corps Forece Main and SWTP Transmission <br />Main Project in the amount of $75,770.00, approval of Change Order No.4 to the Surface Water <br />Treatment Plant construction in the amount of $17,642.00, approval of Change Order No.3 to <br />the Northwest Water System Improvements Project in the amount of $71,865.00, and approval <br />Change Order No. 14 to the Spring Lake Waterline Project in the amount of 572,971.50. The <br />Council removed items 7.B.(1) approval of an Ordinance on second reading {The Council agreed <br />to discuss this item after Executive Session}, and 7.0.(1) adoption of a Resolution, to be <br />considered separately. Mr. Doiron moved for approval of the Minutes of the Regular Meeting <br />held April 10, 2000 {Mr. Doiron abstaining}, approval of three Ordinances on second reading, <br />adoption of three Ordinances on third and final reading, adoption of the eight remaining <br />Resolutions, and approval of four Change Orders. Ms. Hughson seconded the motion, which <br />passed unanimously. The captions of these Ordinances and Resolutions read as follows: <br />Approval of three Ordinances on second reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE TABLE OF POLICE OFFICER POSITIONS UNDER CITY <br />CODE SECTION 2.373; AND INCLUDIJ\fG PROCEDURAL PROVISIONS. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE 1999-2000 BUDGET TO PROVIDE FUNDING FOR THE <br />ACTIVITY CENTER EXPANSION PROJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE] 999-2000 BUDGET TO PROVIDE FUNDING FOR THE <br />ANIMAL SHELTER PROJECT; AND DECLARING AN EFFECTIVE DATE. <br />Adoption of three Ordinances on third and final reading: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 114.487 OF THE CITY CODE TO ADD "CAR <br />W ASH FACILITIES" AS SPECIFIC USES IN "C" COMMERCIAL DISTRICTS; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />AN ORDINANCE OF THE CITY COUNCll., OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING THE TRAFFIC REGISTER BY THE ADDITION OF AN ALL- <br />WAY TRAFFIC STOP LOCATED AT THE INTERSECTION OF MARTIN LUTHER <br />
