1. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MAY 8, 2000 PRESENT: Mayor Billy G. Moore Mayor Pro-Tern Ed Mihalkanin Deputy Mayor Pro- Tem Rick Hernandez Council Members Jane Hughson Louis Doiron, Jr. Earl Moseley, Jr Joe B. Cox, Jr. City Manager Larry D. Gilley Deputy City Manager Laura Huffman City Secretary Janis K. Womack City Attorney Mark B. Taylor Director of Planning and Development Services Ron Patterson Chief of Police Steve Griffith Director of Public Works Richard Mendoza Director of Finance Bill White Director of Environmental Health Mark Brinkley Director of Engineering Laurie Anderson Others Present: Collette Duran, Sarah Alvarez, Melissa Millecam, Murlin Evans, Sherri Russell, John Holtermann, Shaune Maycock, Mark Minnick, Kelly Franks, David Chiu, Phil Neighbors, Chris North, Tom Moreno, Sharon Chiu, Martha Tatum, Willa Glesener, Joe Schneider, Stacye Wilson, Carol Coughlin, and others. Mayor Moore called the meeting to order at 7:00 p.m. Mayor Moore introduced the ten-minute citizen comment period. 1. Chris North, Neighborhood Representative from the Westover Neighborhood Association, stated the neighborhood began campaigning for a park in 1996 and it has been a rewarding process. The neighborhood now has two parks available off Prospect Street. She would like to thank the Council for parks and green space and would like to thank Mayor Moore and Mr. Mihalkanin for their dedication and support to the community. 2. Willa Glesener stated she is in the fifth grade and is currently attending Hernandez School. She recited a poem composed by her to the Mayor and Council. 3. Joe Schneider stated he would like to speak at a later time regarding Item 6.B., an Ordinance on second reading regarding obstructions in alleys. Mayor Moore introduced for consideration one appointment to the Drainage Advisory Board. Mr. Doiron moved to appoint Shaune Maycock to fill a vacancy for the At-Large Position, which passed unanimously. Mayor Moore introduced for consideration one appointment to the Human Services Advisory Board. Mr. Moseley moved to appoint Judith Williams to fill a vacancy, which passed unanimously. Mayor Moore introduced for consideration one appointment to the Cemetery Commission. Mayor Moore moved to appoint Dwayne Thomason to fill a vacancy, which passed unanimously. Mayor Moore introduced for consideration one appointment to the Downtown Parking Advisory Committee. Mr. Moseley moved to appoint John Megerson as a representative of Southwest Texas State University. On roll call the following vote was recorded: AYE: Hernandez, Hughson, Moore, Moseley, Cox. NAY: Doiron.
