<br />CITY OF SAN MARCOS CONSTRUCTION REQUIREMENTS

<br />GENERAL
<br />1. Review - All plans to be reviewed by Planning, Engineering, Public: Works, Building,
<br />Health, Fire and Water - Wastewater Departments. The owner, contractor or
<br />representatives are responsible for complying with all local, state and federal laws rules
<br />and ordinances. This statement of review does not authorize any violations of standards,
<br />ordinances or laws of the City of San Marcos. No code violations listed, drawn, or
<br />described in this plan, and /or otherwise installed, manufactured or built, ore "approved"
<br />by this office. The following city specifications supersede, as a minimum requirement,
<br />any and all non - "redline" comments, specifications, or details listed on this plan. A copy
<br />of plans bearing a seal from the Building Department is required to be available on -site
<br />at all times. Any changes or revisions to these plans must first be submitted to the City
<br />by the design professional for review and written authorization. A review seal from the
<br />(specific to the change) Department of Engineering and the Building Department of
<br />these revised plans must be available on -site at all times.
<br />City of San Marcos Codes adopted with local amendments:
<br />Note: Where there is a conflict between the drawing and the City of Son Morcos
<br />specifications and de +oils, the more stringent srhall apply. In no case is c controctor, of-
<br />owner authorized to construct, build or develop in controsh with adopted City codes,
<br />standards or details. The contractor shall not attempt to determine locations by scoring
<br />from plans. While every attempt has been made +c prepare these plans to scale, the
<br />Engineer should be consulted if clarifications are needed. The contractor shall verify the
<br />location and elevation of utilities prior to beginning construction. Conflicts with the
<br />proposed work should be brought to the attention of the Engineer of Record and the
<br />project inspector immediately. Any portion of work, including traffic control, that lies in
<br />Texas Department of Transportation (TxDot) property or right of way shall be
<br />coordinated with the TxDot Inspector. All required permits shall be secured by the owner
<br />or contractor from the City of San Marcos and /or the Texas Department of
<br />Transportation.

<br />Emergency Telephone Numbers
<br />Note: Materials and processes to be used for construction of a project must be submitted
<br />to the City of San Marcos for review and approval by all departments.
<br />2. Not Permitted - Neither the review of these plans, nor the issuance of a Building or
<br />Site Development Permit, authorizes the following (verify with the deportment listed
<br />below, even if depicted within this plan by the design professional):
<br />- Addressing (Planning)
<br />- Assignment of Building Numbers (Planning)
<br />- Controlled Access Gates (Fire)
<br />- Any Fire Protection System [fire alarm, sprinkler, hood system] (Fire)
<br />- Any Storage Tanks (Fire)
<br />- High Piled Combustible Stock (Fire)
<br />- Any Sign, Sign Standard or Banner (Planning)
<br />A separate permit (and in most cases, a separate set of plans) is required by the
<br />respective department to permit the above items prior to installation or use. Engineering
<br />must have a signed & sealed set of plans.
<br />Note: A Pre - construction Meeting should be held prior to any construction activities
<br />except for installation of erosion control measures. Erosion control measures must be
<br />in place and approved by the City of Son Marcos Engineering inspector before demolition
<br />or construction activities.
<br />3. Site Requirements - The general contractor, owner, and subcontractors are
<br />q 9
<br />responsible for maintaining a safe and clean work site. A video of the complete site
<br />conditions is required prior to construction. Provide two copies to the City of San Marcos
<br />prior to construction. Approved trash containment must be provided for each lot under
<br />construction. Burning is prohibited in the City Limits. Blasting is prohibited.
<br />4. Construction Noise - Construction noise, declared a nuisance under city ordinance,
<br />is not permitted between 9:00 p.m. and 6:00 a.m.
<br />5. Facilities - Maintained portable bathroom facilities must be provided with a minimum
<br />of one bathroom unit per one and two family residential lots. Larger construction sites
<br />are required to provide one bathroom unit per ten construction persons on the job.
<br />6. Access - Temporary access driveways on the job site must comply with city
<br />standard. No mud, rock, or debris permitted on any private, city or state roadway in use.
<br />The general contractor and /or owner are responsible for immediately removing any
<br />debris on roadways caused by construction.
<br />7. Combustibles - An all -weather surfaced roadway and working water (fire) hydrant
<br />within specified distance (below) are required to be installed on property prior to the
<br />storage or construction of combustible material. Road base alone is not acceptable.
<br />8. Safety - The general contractor, subcontractors and the owner are responsible for
<br />maintaining a safe construction operation at all times. All federal OSHA and state
<br />standards, as well as local codes, shall be adhered to during the construction phase.
<br />9. Address - The site, electrical disconnects, and /or temporary construction trailers
<br />must have an address visible from the street or roadway. The Building Permit and Site
<br />Development Permit must be posted facing the street or Roadway (where practical).
<br />"Permanent Marker" is not an approved marking device. EPA Site Development permit is
<br />a separate permit and responsibility of the contractor.
<br />10. Construction Setback - Prior to requesting a foundation inspection by the Building
<br />Department, a Certificate of Acceptance must be completed by a State Registered Land
<br />Surveyor validating building location to City of Son Marcos setback requirements. A
<br />Flood Plain Elevation Certificate must be submitted before 'Certificate of Occupancy' will
<br />be issued (where required).
<br />All areas disturbed during construction shall be revegetated in accordance with the plans
<br />and specifications. Stationing is based on design baseline with inlets stationed at their
<br />centerline. The contractor is responsible for acquiring any temporary construction
<br />easements (if in a public way or not on property under control of the contractor) for the
<br />project. The details in the plan are intended as a minimum standard.
<br />Appropriate shoring and bracing equipment shall be used where trenches are
<br />deeper than (5) feet or where unsafe conditions exist and shall comply with OSHA
<br />standards.
<br />Location of existing lines is approximate. It shall be the contractors responsibility
<br />to determine exact locations and depths of these lines and to repair any damages
<br />made as a result of construction.
<br />The contractor shall be responsible for relocating any City of San Marcos Utility
<br />Lines, water and wastewater lines and service taps where required. Contractor
<br />shall be responsible for the coordination and any required relocation of gas,
<br />cable, telephone, or electrical lines with the appropriate utility owner.
<br />Contractor shall make efforts to keep driveways open and accessible during
<br />construction. Underground utilities crossing commercial driveways shall be
<br />installed such that a minimum 10' traffic lane is kept open at all times. Spoil
<br />material shall not be mounded more than 18" high adjacent to a driveway.
<br />No construction operation relative to installation of utilities, including stockpiling of
<br />P s, 9 P 9
<br />excavated materials, shall be permitted within the limits of existing pavements
<br />carrying traffic on state highways or city roads and streets unless specifically
<br />authorized in writing by the respective Authority having jurisdiction.
<br />Contractor shall notify Public Works and Engineering Departments at least 48
<br />hours before demolition, or connection with, any city utility or street.

<br />The contractor shall develop and submit a traffic control plan, which will show
<br />both daytime and nighttime operations during various phases of construction. The
<br />plan must be approved by the Department of Engineering before construction
<br />begins. The contractor shall designate a person who will be accessible on a 24-
<br />hour basis and responsible for the maintenance of the traffic control devices. This
<br />24 hour contact number must be posted visible to the street on the job site and
<br />provided to the Department of Engineering.
<br />The contractor is responsible for furnishing the traffic control devices described in
<br />the plan and all costs associated with installation and maintenance.
<br />When work is performed on private property or easements all lown gross,
<br />shrubbery, flowers, trees and fences in the way of the work shall be removed,
<br />protected and replaced to their original condition and position upon completion of
<br />the work. All property monuments disturbed during construction shall be restored
<br />by a Registered Professional Land Surveyor at the contractors expense.
<br />Any damage caused to existing pavement, curbs, sidewalks, ramps, or other
<br />objects shall be repaired by the contractor to the satisfaction of the city prior to the
<br />Certificate of Occupancy or Completion Certificate is issued at the contractors
<br />expense.
<br />No trenching of compacted base will be allowed.
<br />Trucks used to deliver material and remove material from the job site must have
<br />Proof of Destination documents.
