Containment - It is unlawful for any general contractor, subcontractor or owner to <br />permit, or cause to be permitted, erosion of material from a construction site. Certain <br />erosion control measures identified by the City of Son Marcos are to be employed to <br />prevent erosion, however, these are only minimum stondards. In the event of unusual <br />site conditions, or weather related events, more stringent requirements may be required <br />(on -site or off) to maintain erosion control. The owner or his representative is responsible <br />for all changes, upgrades and continued maintenance of all erosion control features at <br />all times. <br />12, Inspection - Erosion control measures will be inspected by the City of San Marcos <br />prior to and during the construction process: <br />Public <br />- The Department of Engineering is responsible for the inspection of <br />public works projects. <br />- Commerciol construction larger than residential three-plex. <br />Private <br />- The Building Department is responsible for the inspection of all <br />residential construction up to residential three -plex. <br />13. Notes - Containment <br />- All designs to prevent the erosion of soil and debris from the <br />construction site or surrounding areas damaged by construction <br />shall be maintained by the contractor during construction. <br />- Site work, permitted by the Site Development Permit, cannot begin <br />until erosion control measures are in place, including silt fence, <br />construction entrance, rock berms and tree protection, as shown in <br />the plans. <br />- Storm drain inlets within 200 foot of any permitted construction <br />area must be protected per detail provided by the city. <br />- The contractor or owner must have c designated person responsible for <br />monitoring erosion control measures to insure that all federal, state, <br />& local laws and regulations are being complied with. This person shall <br />be responsible for oil required forms and documentation to meet regulations <br />of the EPA, NPDES, TPDES general permit. <br />- If a critical environmental feature or cavern is discovered during <br />construction the Environmental & Engineering inspector shall be notified. <br />- All installed pipe will have letters /numbers at the 12:00 positions when <br />installed. <br />WATER UTILITY NOTES <br />14. Definitions <br />Public utility line - Underground water line in a public right -of -way or easement <br />and the line is owned and maintained by the City of San Marcos <br />Private utility line - Underground water line on private property and the line is <br />owned and maintained by the property owner (usually will have private water <br />hydrants) <br />Combination utility water Line - That port of a water line that is for use on <br />private property for potable water supply and /or water hydrants and /or fire <br />suppression systems attached <br />Fire line - That portion of a water line that is for the specific use of o fire <br />suppression system (this does not typically include water hydrantsl <br />Domestic water line - That part of a water line that is for use on private property <br />for potable water supply (usually to a building) <br />Irrigation water line - That part of a water line that is for use on private property <br />for irrigation only <br />15. Review - All utility plans are to be reviewed by Engineering, Building, Fire and <br />Woter- Wastewater Departments. All utility lines on public and private property are to <br />meet city standard as distributed by the Deportment of Engineering. The owner, <br />contractor or representatives ore responsible for complying with all local, state and <br />federal laws rules and ordinances. This statement of review does not authorize any <br />violations of standards, ordinances or lows of the City of San Marcos. No code violations <br />listed in this plan, or otherwise installed, manufactured or built, are "approved" by this <br />office. <br />16. Required Equipment - All taps to the city water system for private properly shall be <br />metered or indicated. Accepted metering devices can be obtained by the Water - <br />Wastewater Utility, Ali metering devices and indicators shall be located on public right -of- <br />way or easement. Alf meters (including fire line low flow detector checks) must be made <br />assessable to city personnel at all times. All utility lines leading to private property <br />(except some authorized small domestic water lines) shall be provided with, at the <br />minimum, a testable, double check, back flow prevention device approved by the <br />AWWA. The back flow prevention Device must be located as close as possible to the <br />public right -of -way on private property. Indicators, (attached to back flow prevention) <br />where specifically outhorized for low flow measurement of water, must be located in an <br />easement authorized by the owner, but in all cases, be located on private property. Any <br />bypass device to a public water (including indicators, service lines) supply must have, of <br />the minimum, a testable, double check, back flow prevention device approved by the <br />AWWA. Tests - All back flow prevention devices must be inspected by a State <br />licensed /certified bock flow prevention assembly tester. All testers submitting inspection <br />results must be registered by the Son Marcos Water & Wastewater Utility Department. A <br />copy of the results are to be submitted to the City of San Marcos Woter- Wastewater <br />Utility prior to activation of water service on a form prescribed by the utility.
