Notes General <br />Water (fire) hydrants must be placed or moved to finished grade after installation. <br />Water (fire) hydrants are required to be marked with a blue reflective morker 6" to <br />10" off center of the roadway, toward the hydrant. <br />All hydrants should be finish pointed or ordered in a silver color. <br />City will not perform tie-in function of a public line to a private line. It is the <br />responsibility of the owner or contractor to tie to the line provided by the city from <br />the public easement to the private property line. It is the licensed plumber /utility <br />contractor responsibility to maintain proper slope and connection of system to the <br />public connection. <br />Water (fire) hydrants capable of producing the required GPM (based on <br />construction type) must be located within 500 foot of the most remote portion of <br />the building using accessible surfaced roadway for measurement. Hydrants must <br />be operational prior to storing or raising combustible material on job site. (This <br />distance may be reduced to 300 foot in some commercial applications) <br />The tops of the valve stems shall be at least 18" and no more than 36" below <br />finished grade. Note City of San Marcos details for water valve boxes. <br />All iron pipe and fittings to be wrapped with at least 8 Mil Polyethylene Wrap. <br />All pipe bedding material and tracer tape shall conform to City of San Marcos <br />specifications. <br />Existing valves in a city right -of -way will be operated by city personnel only. The <br />contractor may not operate any existing city owned valve. The general contractor <br />will be fined if an existing water valve is operated without express written consent <br />of the Water & Wastewater Utility Department, regardless of who operated the <br />valve. <br />Only temporary water meters approved by the City of San Marcos authorized for <br />use on any water (fire) hydrant (public or private). A fine will be imposed on <br />operators using water (fire) hydrants with unapproved meters or failing to use <br />approved back flow prevention or air gap protection. (copy of test report must be <br />submitted to the city water utility prior to activation) <br />No water line can be plugged (dead- ended) more than 10ft. from the nearest fire <br />hydrant, tee, blowoff valve or service that can be used to flush non-circulating <br />water in this section of pipe. <br />All installed pipe will have letters /numbers at the 12:00 positions when installed. <br />All fittings shall have mechanical joint restraining glands unless other restraining <br />measures are called for or agreed upon. All valves will have 3000psi concrete <br />cradles /seats or approved pre -cast concrete blocks under them. <br />WASTEWATER <br />20. Required Equipment <br />Public Sewer Lines <br />Up to and Larger than 6 9/32 = SDR 26 in the city right of way <br />Private Sewer Lines <br />Less than or equal 4 9/32 = Schedule 40 <br />Larger than or equal 6 9/32 = Schedule 40 <br />Approved connections <br />Furnco <br />PVC <br />21. Inspection <br />Public <br />The Department of Engineering is responsible for inspection to <br />the private property line /ROW line and /or easement line. <br />Tests Required: <br />4 -psi low air pressure test <br />TV comera all public lines <br />Mandrill test required 30 days after bockfill of pipe trench <br />Manholes require vacuum test 3 min P 10Hg <br />Forced main requires 1 hour @50 psi <br />Note: The contractor can wait to do the air pressure test when the <br />mandrill test is done or a preliminary mandrill test can be done after <br />bockfill and before the air pressure test to help contractors schedule <br />repairs if there is o failure in the mandrill test. <br />Private <br />The Building Department is responsible for inspection on private property <br />Low - pressure air test with 5 PSI on all lines or 105 /32 hydrostatic <br />22. Notes - General <br />All sewer lines to be installed 9' minimum from any water line in a public way and <br />5 "'minimum from any water line on private property. Contact Engineering or <br />Building Department for alternate standards. <br />Any service top serving more than one lot must hove clean -outs located no less <br />than six foot apart at the property line. <br />All man holes to be cored (not chiseled). All manholes, on public end private land, <br />to be tested at 10mo vacuum prior to lining the manhole. All wastewater manholes <br />installed on public and private land, are to be lined (coated) <br />All individuals that enter on active wastewater manhole must wear a safeiv <br />harness connected t -o a mechanical retrieval device. <br />All installed pipe will have letters /numbers at the 12:00 positions when installed <br />The City will not perform the tie -in of lines to City owned and maintained lines or <br />clean -outs. It is the licensed plumber /utility contractor responsibility to maintain <br />proper slope, connection and drainage of system to the public connection. <br />See city details for all sewer /utility line installations. <br />DRIVEWAYS AND SIDEWALKS <br />23. Inspection - All sidewalks and driveway approaches will be inspected by the City of <br />Son Marcos. <br />Public <br />The Department of Engineering will inspect the following items: <br />- All Public Works projects <br />- All commercial driveway approaches and sidewalks on lots and <br />projects larger than a three -plex <br />- All sidewalk ramps and access drives in new residential <br />subdivision undergoing new construction to street, curb, and <br />utilities. <br />- Any extension or addition to a drive on existing property when <br />permitted by the Engineering Department only. <br />Private <br />The Building Department will inspect the following: <br />- All driveway approaches and sidewalks in new residential <br />construction. (Includes residential tots up to and including three - <br />plex) <br />24. Notes - General <br />Meters, valves, or other utility obstructions are not permitted in sidewalks or <br />driveways. All meters must be located on a public right of way or easement given <br />by the owner (and legally recorded) of the property. Meters and other utility <br />obstructions must be relocated by and at the expense of the owner or contractor. <br />Driveway access grade at sidewalk cannot exceed 2% cross slope. Curb cut to <br />front of sidewalk cannot exceed 10% normal. <br />Engineering will inspect all new subdivision work inclusive of the street, curb, curb <br />cut romps to a public street, and driveway access installed during initial <br />construction. Building inspection will complete all sidewalk construction and <br />driveway access in development "build out" (less than three -plex) after release of <br />subdivision by Engineering. <br />All sidewalks and driveways shall meet applicable ADA and TAS standards. <br />STREET CONSTRUCTION <br />25. Inspection - All new street construction in public right of way and easements will be <br />inspected by the Engineering Dept. <br />26. Notes <br />Subgrade shall be scarified to 6 inches below finished subgrade elevation and <br />compacted to required density. <br />For subgrade soils with a plasticity index of 25 and above, the following measures <br />should be adopted: <br />1) A recommendation from on approved testing Ioboretory. <br />2) Subgrade must be replaced with 18 inches of approved material with a P.I. <br />less than 15 and more than 4. <br />3) Lime stabilize a minimum of 8 inches of subgrade. <br />4) Increase the thickness of the designed flexible limestone base by 50%. <br />Subgrade must be at a minimum density of 95% of optimum and have o moisture <br />content that is within 3 percentage points above or below optimum. <br />After the subgrade has been shaped and graded to final grade then it shall be <br />proof rolled to locate unstable areas. <br />Flexible base material shall be placed in a minimum of 2 lifts not to exceed 6 <br />inches in each compacted lift. <br />Flexible base must be at a minimum density of 100% and hove o moisture content <br />that is within 3 percentage points of optimum. <br />The final lift of base shall be smooth and in conformity with lines and grades <br />shown on the plans. Prior to placing asphalt on the completed base, the base <br />shall be cured to the extent directed by the engineer or his field representative. <br />Valve risers and manhole castings shall be raised to finished elevations. Backfill <br />in streets for manholes shall be cement stabilized sand (2 sacks per cubic yard) <br />and shall be a minimum of 12 inches thick. <br />Cutback Asphaltic material (Prime Coat) sholl be applied to the completed base <br />course and allowed to set 24 hours before paving the roadway. An Emulsified <br />Asphalt Took Coot con be used in lieu of the prime coat and /or placed on the <br />prime coat. <br />Asphalt must be at a temperature of between 120 C and 175 C when discharged <br />from the mixer and compacted using steel -wheel rollers, vibratory rollers and <br />Pneumatic-tire rollers. <br />The contractor or his testing technician shall check the density of the compacted <br />asphalt at regular intervals. Samples of the asphalt should be taken as the <br />asphalt leaves the hamper of the paving machine before compaction and cores <br />shall be taken at these sampling locations.
