105 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JUNE 26, 2000 PRESENT: Mayor David Chiu Mayor Pro-Tempore Earl Moseley, Jr. Council Members Louis Doiron, Jr. Jane Hughson Joe B. Taylor Director of Engineering Laurie Anderson Director of Parks & Recreation Rodney Cobb Director of Planning & Development Services Ron Patterson Fire Chief Dan O'Leary Also Present: Felipe Ureta, Sarah Alvarez, Carol Coughlin, Collette Duran, John Holtermann, Sherri Russell, Melissa Millecam, Phil Neighbors, Gwen Smith, Merlin Evans and others. Mayor Chiu called the meeting to order at 7:00 p.m. Mayor Chiu introduced the ten-minute citizen comment period. 1. Mark Van Jeleef stated his concerns regarding the contracts to Restated Retail VVater Supply, VVastewater Services, and Tax Abatement with Hays Energy Limited Partnership. He would like the Council to table this item scheduled for consideration on this agenda so that it may be discussed thoroughly and looked over before a final decision is made. 2. VValt Plummer stated the fence along the Spring Lake Dam area has been moved backed some, but the City needs to remove the fence permanently and not let SVVT make the decisions on what needs to happen with that piece of property. He stated part of the area fenced is city property. 3. John Thomaides, a member of the Neighborhood Association, stated after the Carson's requests for zoning the neighbors have gathered to find common ground for effective development. Mr. Thomaides gave a report to each of the Council of the neighborhoods' suggestions and hopes the Council will support their report. 4. Dianne VV assenich stated the contracts with Hays Energy Limited Partnership regarding Restated Retail VVater Supply, VVastewater Services, and Tax Abatement are for too much water and she would like the Council to approach cautiously before making a decision. Ms. VV assenich feels the citizens do not show up to speak to these matters because the contracts are too technical and complicated for them to understand. Mayor Chiu introduced for consideration approval of one appointment to the San Marcos Industrial Development Corporation. Mayor Chiu moved to appoint Larry Dupont to fill a vacancy, which passed unanimously. Mayor Chiu introduced for consideration approval of three appointments to the Ethics Review Commission. Ms. Hughson moved to appoint Mary Borm and Ms. Tatum moved to appoint Regina Henderson and Candy VV alker, which passed unanimously. Mayor Chiu introduced for consideration one appointment to the Cemetery Commission. There were no nominations, so the Council will consider this appointment at its next regular meeting. Mayor Chiu introduced for consideration seven appointments to the Citizens Review Commission. Ms. Hughson moved to appoint Jerri Martin, which passed unanimously. The Council will consider the remaining six appointments at its next regular meeting. *Mr. Mayhew not present at this meeting.
