Taylor <br /> Director of Engineering Laurie Anderson <br /> Director of Parks & Recreation Rodney Cobb <br /> Director of Planning & Development Services Ron Patterson <br /> Fire Chief Dan O'Leary <br />Also Present: Felipe Ureta, Sarah Alvarez, Carol Coughlin, Collette Duran, John Holtermann, <br />Sherri Russell, Melissa Millecam, Phil Neighbors, Gwen Smith, Merlin Evans and others. <br />Mayor Chiu called the meeting to order at 7:00 p.m. <br />Mayor Chiu introduced the ten-minute citizen comment period. 1. Mark Van Jeleef stated his <br />concerns regarding the contracts to Restated Retail VVater Supply, VVastewater Services, and Tax <br />Abatement with Hays Energy Limited Partnership. He would like the Council to table this item <br />scheduled for consideration on this agenda so that it may be discussed thoroughly and looked over <br />before a final decision is made. 2. VValt Plummer stated the fence along the Spring Lake Dam area <br />has been moved backed some, but the City needs to remove the fence permanently and not let SVVT <br />make the decisions on what needs to happen with that piece of property. He stated part of the area <br />fenced is city property. 3. John Thomaides, a member of the Neighborhood Association, stated <br />after the Carson's requests for zoning the neighbors have gathered to find common ground for <br />effective development. Mr. Thomaides gave a report to each of the Council of the neighborhoods' <br />suggestions and hopes the Council will support their report. 4. Dianne VV assenich stated the <br />contracts with Hays Energy Limited Partnership regarding Restated Retail VVater Supply, <br />VVastewater Services, and Tax Abatement are for too much water and she would like the Council to <br />approach cautiously before making a decision. Ms. VV assenich feels the citizens do not show up to <br />speak to these matters because the contracts are too technical and complicated for them to <br />understand. <br />Mayor Chiu introduced for consideration approval of one appointment to the San Marcos Industrial <br />Development Corporation. Mayor Chiu moved to appoint Larry Dupont to fill a vacancy, which <br />passed unanimously. <br />Mayor Chiu introduced for consideration approval of three appointments to the Ethics Review <br />Commission. Ms. Hughson moved to appoint Mary Borm and Ms. Tatum moved to appoint <br />Regina Henderson and Candy VV alker, which passed unanimously. <br />Mayor Chiu introduced for consideration one appointment to the Cemetery Commission. There <br />were no nominations, so the Council will consider this appointment at its next regular meeting. <br />Mayor Chiu introduced for consideration seven appointments to the Citizens Review Commission. <br />Ms. Hughson moved to appoint Jerri Martin, which passed unanimously. The Council will consider <br />the remaining six appointments at its next regular meeting. <br />*Mr. Mayhew not present at this meeting. <br />
