Call To Order <br />With a quorum present, the regular meeting of the San Marcos City Council <br />was called to order by Mayor Hughson at 6:04 p.m. Tuesday, September 3, <br />2019 in the City Council Chambers, 630 E. Hopkins, San Marcos, Texas 78666. <br />II. Roll Call <br />Present: 7 - Mayor Pro Tem Lisa Prewitt, Council Member Saul Gonzales, Council Member <br />Melissa Derrick, Mayor Jane Hughson, Council Member Ed Mihalkanin, Council <br />Member Joca Marquez and Council Member Mark Rockeymoore <br />111. Invocation <br />A moment of silence was observed this evening. <br />IV. Pledges Of Allegiance - United States And Texas <br />Council Member Gonzales led the assembly in the pledges of allegiance. <br />V. 30 Minute Citizen Comment Period <br />Virginia Condie, introduced herself as the new Executive Director of the San <br />Marcos River Foundation. She stated that she looks forward to working with <br />everyone. <br />Jay Horton, spoke about loop holes within the development process and <br />inadequate infrastructure on Spring Road. An investment company out of <br />Austin bought this property and the plan is to build 27 3 bedroom homes on <br />less than 5 acres of property. He stated that he and several residents came to <br />the Planning and Zoning Commission meeting and this development was voted <br />down because there is only one road in and one road out and this is in an <br />ecologically sensitive area. The level of the aquifer is only 28 feet below this <br />proposed development. The developer withdrew their request to keep it from <br />going to Council. They replatted this project for 29 4-5 bedroom condos. The <br />Government Codes and City Statute 212.044 requires Council approval if there <br />are any safety or environmental concerns. He would like to see this project <br />come before Council. This is just a money making scheme by the developer <br />City of San Marcos Page 1 <br />
