City Council <br />Meeting Minutes September 3, 2019 <br />and they have no concern for the welfare of the neighborhood, the aquifer, or <br />the river. He stated that they have thumbed their noses at our interests <br />including the Planning and Zoning Commission and Council. They demolished <br />two structures that had asbestos siding and now the property is contaminated. <br />This overdevelopment should be rejected and they should clean up their mess. <br />He thanked the Council for their service. <br />Diana Baker, asked Council to adopt the Historic Resources Survey, it is long <br />overdue. This will solve a lot of problems for everyone. She asked the Council <br />to codify it if we can, we don't want it to disappear. She stated that we don't <br />want it to slip through the cracks. She also spoke about the Top of the Hill <br />development on Spring Road and stated this area is sensitive and it is not safe. <br />We need to mark these places as being special to our town and let developers <br />know these are in ecological areas and these are off limits. <br />Rodrigo Amaya, stated that he brought more complaints about what is going <br />on in the City. He came up to the office and he asked that he asked to speak to <br />the City Attorney. Today he said he couldn't discuss his concerns, it took 3 <br />weeks for him to get a call back. He then spoke about Hays County <br />Commissioners Court wanting to place presenters under oath. He spoke about <br />all of the "I don't knows" and the Assistant City Manager should not be <br />stressed out when someone asks a question, it should come natural. He stated <br />that the City doesn't need more art, but they need their streets back. He stated <br />that the Fire Chief said that he was waiting to get direction from the City <br />Manager. <br />Ann Dupont, 145 Spring Road, stated that she owns 128 acres and that her <br />home is directly across the street from this proposed development discussed <br />earlier. She stated that there are two springs on her property and this is sacred <br />to our indigenous cultures and it is the major source of the San Marcos River. <br />Her family has lived on this property for 50 years and they have tried to be <br />good stewards of this property. She spoke about the increase in impervious <br />cover that is necessary for this project and the addition to more cars on this <br />small crowded road would make it almost impassable. She spoke about the city <br />targeting property for preservation to serve as a buffer for development in a <br />particularly sensitive area. The need to preserve sink creek watershed and the <br />headwaters of the Springs and stated this is the considered the heart of the <br />community. This developer is only 800 feet from Sink Springs, much closer <br />than our Urban Forest. The developer's tactic is to go without oversight. He <br />was turned down at the Planning and Zoning Commission and said he will go <br />back to the County and make it much worse. <br />City of San Marcos Paye 2 <br />
