City Council <br />Meeting Minutes September 3, 2019 <br />large portion of our community are seniors, disabled, and low income <br />residents. Consider a tax freeze in the future to protect our citizens. <br />There being no further comments, the Mayor closed the Public Hearing at <br />7:27p.m. <br />No vote needed at this time. <br />14. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Resolution 2019-168R, providing no objection to the submission of an application <br />for low income housing tax credits to the Texas Department of Housing and Community <br />Affairs for the proposed The Reserves at San Marcos Multifamily Housing Project located <br />at the northwest corner of Rattler Road and Highway 123; approving findings related to <br />the application; imposing conditions for such non objection; providing authorizations for <br />execution or submission of documents related to the application; and consider Resolution <br />2019-168R; and declaring an effective date. <br />Shannon Mattingly, Director of Development Services, provided the Council <br />with a brief presentation regarding the request for no objection to the <br />submission of an application for low income housing tax credits to the Texas <br />Department of Housing and Community Affairs for the proposed The Reserves <br />at San Marcos Multifamily Housing Project located at the northwest corner of <br />Rattler Road and Highway 123. <br />Mayor Hughson opened the Public Hearing at 7:50 p.m. <br />Those who spoke: <br />Roland Saucedo, spoke in support of this item, but provided concerns about <br />the number of 1 to 2 bedrooms and there are so few 3 bedrooms. This is an <br />area close to schools so it would probably be attractive to families with kids. <br />He would like to see a shuttle service offered. He thinks this is in a great <br />location and it is a great project. Let's hold them to the same concerns and <br />guidelines that we would ask any other developer. Be accepting of someone <br />that doesn't have rental history. <br />Stephen Hyden, asked who considers a Dollar General as a grocery store? He <br />stated that he wouldn't go to a Dollar General to buy his groceries. He spoke <br />about his concerns about it being in a "food desert." <br />There being no further comments, Mayor Hughson closed the Public Hearing <br />at 7:54 p.m. <br />After discussion, consensus is to have the developer provide shuttle service for <br />City of San Marcos Page 10 <br />
