City Council Meeting Minutes September 3, 2019 <br />Roland Saucedo, spoke in favor but wants insurance that the Solid Waste <br />Program will be expanded to justify this increase. He stated that he would like <br />to ensure that we are getting our money's worth. Keep in mind that we have a <br />lot of people on fixed incomes and an extra $11 will impact someone. <br />There being no further comments, Mayor Hughson closed the Public Hearing <br />at 7:22 p.m. <br />A motion was made by Council Member Derrick, seconded by Council <br />Member Mihalkanin, to approve Ordinance 2019-27, on the first of two <br />readings. The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />13. Receive a Staff presentation and hold the second of two Public Hearings to receive <br />comments for or against Ordinance 2019-22, setting the Tax Rate for the 2019 Tax Year <br />at 61.39 cents on each $100 of taxable value of real property that is not exempt from <br />taxation; levying taxes for the use and support of the Municipal Government of the City for <br />the fiscal year beginning October 1, 2019, and ending September 30, 2020; providing a <br />sinking fund for the retirement of the bonded debt of the city; including procedural <br />provisions; and providing an effective date; Ordinance 2019-22 will be considered on the <br />second of two readings on September 17, 2019. <br />Mayor Hughson made the following comments: <br />State Law requires that the City hold two public hearings on the City's <br />proposed tax rate. The first public hearing on the tax rate was held on August <br />20. This agenda item reflects the City's second public hearing on the 2019 tax <br />rate. The proposed tax rate was published in the local newspaper on August <br />11, 2019 and has been viewable on the home page of the city's website as <br />required. <br />The city council approved the 2019 tax rate ordinance on first reading on <br />August 20, 2019. The city council will consider the 2019 tax rate ordinance on <br />second reading on September 17 at which time the 2019 tax rate will be <br />adopted. <br />Mayor Hughson opened the Public Hearing at 7:25p.m. <br />Those who spoke: <br />Roland Saucedo, spoke in support, but asked Council to please consider that a <br />City of San Marcos Page 9 <br />
