City Council <br />Meeting Minutes September 3, 2019 <br />After receiving public comments, the city council will approve the budget <br />ordinance on first reading. The city council will actually adopt the budget on <br />the second reading of the budget ordinance at the city council meeting <br />scheduled for September 17. <br />Mayor Hughson opened the public hearing at 7:17 p.m. There being no <br />comments, Mayor Hughson closed the Public Hearing at 7:17 p.m. Mayor <br />Hughson asked for a motion to approve the City's Fiscal Year 2019-2020 <br />budget on first reading. <br />A motion was made by Council Member Mihalkanin, seconded by Mayor Pro <br />Tem Prewitt, to approve Ordinance 2019-25, on the first of two readings. The <br />motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />11. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Ordinance 2019-26, increasing rates established for Water, Wholesale Water, <br />Reclaimed Water, Wastewater Treatment, and Sewer Surcharges; and including <br />procedural provisions; and consider approval of Ordinance 2019-26, on the first of two <br />readings. <br />Mayor Hughson opened the Public Hearing at 7:14 p.m. There being no <br />comments, the Mayor closed the Public Hearing at 7:14p.m. <br />A motion was made by Council Member Mihalkanin, seconded by Council <br />Member Derrick, to approve Ordinance 2019-26, on the first of two readings. <br />The motion carried by the following. vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />12. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Ordinance 2019-27, amending the rates for both Residential and Multifamily <br />Customers of Municipal Solid Waste Programs in accordance with Section 66.028 of the <br />San Marcos Code of Ordinances; including procedural provisions; and declaring an <br />effective date; and consider approval of Ordinance 2019-27, on the first of two readings. <br />Mayor Hughson opened the Public Hearing at 7:20 p.m. <br />Those who spoke: <br />City of San Marcos Page 8 <br />
