City Council Meeting Minutes September 3, 2019 <br />28 accessible units <br />5 f. iii (11) must provide shuttle service to residents for transportation to and <br />from grocery and medical services at least three times per week. <br />The motion carried by the following vote: <br />For: 5 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson and Council Member Mihalkanin <br />Against: 2 - Council Member Marquez and Council Member Rockeymoore <br />MAin Motion: to approve Resolution 2019-168R, as amended. The motion <br />carried by the following vote: <br />For: 4 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick and <br />Mayor Hughson <br />Against: 3 - Council Member Mihalkanin, Council Member Marquez and Council Member <br />Rockeymoore <br />NON -CONSENT AGENDA <br />15. Consider approval of Ordinance 2019-28, on the first of two readings, authorizing the <br />issuance of City of San Marcos, Texas General Obligation Refunding Bonds in an amount <br />not to exceed $18,250,000 in one or more series; approving an official statement, a <br />paying agent/registrar agreement, a bond purchase agreement and an escrow <br />agreement; establishing the procedures for selling and delivering one or more series of <br />the bonds; providing for the approval of this ordinance on one reading only as authorized <br />by state law; and authorizing other matters relating to the bonds. <br />Heather Hurlbert, Finance Director provided a brief update on the issuance of <br />General Obligation refunding bonds. <br />A motion was made by Council Member Mihalkanin, seconded by Council <br />Member Derrick, to approve Ordinance 2019-28. The motion carried by the <br />following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />16. Consider approval of Resolution 2019-169R, approving a contract with Janet Honig, <br />Carol Lee Allen Snodgrass and Billie Jo Allen for the City to purchase approximately a <br />0.584 acre tract of land located at 1331 Old Rach Road 12, and located adjacent to the <br />San Marcos Cemetery, for a price of $311,915.67 plus closing costs for future expansion <br />of the Cemetery; authorizing the City Manager or his designee to execute said contract <br />and related closing documents on behalf of the city; and declaring an effective date. <br />City of San Marcos Page 12 <br />
