City Council Meeting Minutes September 3, 2019 Member Gonzales, to approve Resolution 2019-172R. The motion carried by the following vote: For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor Hughson, Council Member Mihalkanin, Council Member Marquez and Council Member Rockeymoore Against: 0 20. Hold discussion regarding Neighborhood Commission Recommendation Resolution No. 2019-005R recommending changes to the City Ordinances regarding the Neighborhood Commission to City Council, and provide direction to Staff. Lizbeth Dobbins, Neighborhood Commission Chair, provided a brief update that pertained to the City Ordinance changes they are recommending. Consensus is to move forward with their recommendation and bring this back in the form of an ordinance to formally adopt however the Council prefers to leave word Sector instead of District within the Ordinance. 21. Hold discussion regarding Neighborhood Commission Recommendation No. 2019-004R recommending the City Council advise the City Manager and appropriate staff departments to install speed display signs in all the school zones of San Marcos, Texas, and provide direction to Staff. Discussion was held regarding the Neighborhood Commission request to install flashing speed signs in all school zones. Council provided direction for Staff to look at options for implementation and speak with the School District and County to look at cost sharing and identify which school zones could best benefit from these signs. Staff will provide Council with an update on how much it would cost to implement. 22. Hold discussion regarding Neighborhood Commission Recommendation No. 2019-003R recommending changes to the City Development Code to define and protect heritage trees, and provide direction to Staff. Discussion was held regarding the lack of definition of heritage trees and how to protect these trees. Council provided consensus for staff to work the Neighborhood Commission, review other municipalities and their ordinances and come back with a recommendation at a future date. 23. Hold discussion regarding a request for In -Kind City sponsorship for the Downtown Diez y Seis Festival to be held on September 14, 2019, and provide direction to the City Manager. Discussion was held regarding how this request came forward for the in-kind city sponsorship for the Downtown Diez y Seis Festival, following discussion Council provided consensus to move forward with this request but ensure the City of San Marcos Page 14
