City Council Meeting Minutes September 3, 2019 <br />Member Gonzales, to approve Resolution 2019-172R. The motion carried by <br />the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />20. Hold discussion regarding Neighborhood Commission Recommendation Resolution No. <br />2019-005R recommending changes to the City Ordinances regarding the Neighborhood <br />Commission to City Council, and provide direction to Staff. <br />Lizbeth Dobbins, Neighborhood Commission Chair, provided a brief update <br />that pertained to the City Ordinance changes they are recommending. <br />Consensus is to move forward with their recommendation and bring this back <br />in the form of an ordinance to formally adopt however the Council prefers to <br />leave word Sector instead of District within the Ordinance. <br />21. Hold discussion regarding Neighborhood Commission Recommendation No. 2019-004R <br />recommending the City Council advise the City Manager and appropriate staff <br />departments to install speed display signs in all the school zones of San Marcos, Texas, <br />and provide direction to Staff. <br />Discussion was held regarding the Neighborhood Commission request to install <br />flashing speed signs in all school zones. Council provided direction for Staff to <br />look at options for implementation and speak with the School District and <br />County to look at cost sharing and identify which school zones could best <br />benefit from these signs. Staff will provide Council with an update on how <br />much it would cost to implement. <br />22. Hold discussion regarding Neighborhood Commission Recommendation No. 2019-003R <br />recommending changes to the City Development Code to define and protect heritage <br />trees, and provide direction to Staff. <br />Discussion was held regarding the lack of definition of heritage trees and how <br />to protect these trees. Council provided consensus for staff to work the <br />Neighborhood Commission, review other municipalities and their ordinances <br />and come back with a recommendation at a future date. <br />23. Hold discussion regarding a request for In -Kind City sponsorship for the Downtown Diez y <br />Seis Festival to be held on September 14, 2019, and provide direction to the City <br />Manager. <br />Discussion was held regarding how this request came forward for the in-kind <br />city sponsorship for the Downtown Diez y Seis Festival, following discussion <br />Council provided consensus to move forward with this request but ensure the <br />City of San Marcos Page 14 <br />
