City Council Meeting Minutes September 17, 2019 <br />funding to various organizations recommended by the Human Services Advisory Board in <br />the amount of $500,000, as appropriated in the Fiscal Year 2020 Budget; authorizing the <br />City Manager or his designee to approve and execute funding agreements with such <br />organizations; and declaring an effective date. <br />7. Consider approval of Resolution 2019-177R, approving an amendment to the City <br />Support of Public Events Policy; and declaring an effective date. <br />8. Consider approval of Resolution 2019-178R, confirming the City Manager's appointment <br />of Bob Klett as Interim Chief and Head of the San Marcos Police Department; and <br />declaring an effective date. <br />A motion was made by Council Member Mihalkanin, seconded by Mayor <br />Hughson, to approve Resolution 2019-178R. The motion carried by the <br />following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />9. Consider approval of Resolution 2019-179R, supporting the designation of a portion of <br />State Highway 21 within the city limits as the Private First Class Kristian Menchaca <br />Memorial Highway; and declaring an effective date. <br />10. Consider approval of Resolution 2019-180R, expressing support for the Emerald Crown <br />Regional Trail Proposal; committing not to use the City's eminent domain authority to <br />acquire easements for the trail; and declaring an effective date. <br />A motion was made by Council Member Mihalkanin, seconded by Council <br />Member Derrick, to approve Resolution 2019-180R. Sherwood Bishop with the <br />Greenbelt Alliance, provided a brief presentation of the Emerald Crown <br />Regional Trail Proposal. The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />11. Consider approval of Resolution 2019-181 R, approving a State Use Contract with Easter <br />Seals -Central Texas as certified through WorkQuest for vegetation control, debris <br />removal and landscape maintenance in the estimated amount of $1,140,507.33; <br />authorizing the City Manager or his designee to execute this agreement on behalf of the <br />City; and declaring an effective date. <br />12. Consider approval of Resolution 2019-182R, approving a Public Transit System Interlocal <br />Agreement with the Capital Area Rural Transportation System ("CARTS") for CARTS to <br />provide transit services on behalf of the City in the San Marcos urbanized area, with local <br />City of San Marcos Page 12 <br />
