City Council Meeting Minutes September 17, 2019 <br />funding participation by the City in the estimated amount of $650,000; authorizing the City <br />Manager, or his designee, to execute the agreement on behalf of the City; and declaring <br />effective date. <br />MAIN MOTION: A motion was made by Council Member Mihalkanin, <br />seconded by Council Member Derrick, to approve Resolution 2019-182R. <br />MOTION TO POSTPONE: A motion was made by Council Member <br />Mihalkanin, seconded by Council Member Derrick, to postpone Resolution <br />2019-182R to the September 30, 2019 City Council Meeting. The motion <br />carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />13. Consider approval of Resolution 2019-183R, approving Amendment No. 1 to the <br />Design -Build agreement between the City and JE Dunn Construction setting the final <br />guaranteed maximum price for construction phase services for the Addition and <br />Renovation of the San Marcos Public Library at $12,100,000 for a total Design -Build <br />contract amount of $12,886,300; authorizing the City Manager or his designee to execute <br />the Amendment on behalf of the City; and declaring an effective date. <br />NON -CONSENT AGENDA <br />14. Consider approval of Ordinance 2019-25, on the second of two readings, adopting a <br />budget in the amount of $239,058,970 for the fiscal year beginning October 1, 2019 and <br />ending September 30, 2020; authorizing certain adjustments to the budget with the <br />approval of the City Manager; approving fiscal year 2019-2020 Capital Improvements <br />Program Projects; adopting a fee schedule; including procedural provisions; and <br />providing an effective date. <br />Mayor Hughson made the following announcement: <br />A public hearing was held on the City's proposed Fiscal Year 2019-2020 budget <br />on September 3. In addition, City Council approved the budget on first <br />reading on September 3. Today the City Council will consider the budget <br />ordinance on second reading and actually adopt the City's Fiscal Year <br />2019-2020 budget. The City's Fiscal Year begins on October 1, 2019 and ends <br />on September 30, 2020. The proposed budget has been on file in the City <br />Clerk's office and on the City's website since August 16 as required by State <br />Law. <br />I will entertain a motion to approve the City's Fiscal Year 2019-2020 budget <br />ordinance on second reading and adopt the City's Fiscal Year 2019-2020 <br />City of San Marcos Page 13 <br />
