Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING SECTION 2.091 OF THE CITY CODE TO PROVIDE FOR THE APPOINTMENT OF ALTERNATE MEMBERS TO THE PLANNING AND ZONING COMMISSION; PROVIDING FOR PENALTIES; AND INCLUDING PROCEDURAL PROVISIONS. Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Doiron seconded the motion. Ms. Hughson moved to amend Section 1 (b) to delete "will reside" and add "may reside" and Mr. Cox seconded the motion, which passed unanimously. On the main motion the Council then voted unanimously for approval of the Ordinance on first reading. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCil., OF THE CITY OF SAN MARCOS, TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1999-2000 FISCAL YEAR TO PROVIDE FUNDING FOR THE DOWNTOWN STREETS CAPE IMPROVEMENTS PROJECT AND DECLARING AN EFFECTIVE DATE. Mr. Cox moved for approval of the Ordinance on first reading and Mr. Doiron seconded the motion. Ms. Hughson stated the parking issue downtown will be coming back to the Council when the Downtown Committee presents their report. Mr. Cox replied the Parking Advisory Committee will meet with a second contractor and then the information will come to the Council. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Chiu introduced for consideration the consent agenda, including approval of the Minutes of the Regular Meeting held August 14, 2000, approval of an Ordinance on second reading, adoption of eight Resolutions, and approval of Change Order #1 for the Eastside Interceptor Phase IT and IH 35 Sewer ReJief Project in the amount of $44,822.50. The Council removed item 8.c.(8), adoption of a Resolution, to be considered separately. Mr. Doiron moved for approval of the Minutes of the Regular Meeting held August 14, 2000, approval of an Ordinance on second reading, adoption of the seven remaining Resolutions, approval of Change Order #1 for the Eastside Interceptor Phase IT and IH35 Sewer ReJief Project in the amount of $44,822.50, by consensus. Mr. Moseley seconded the motion, which passed unanimously. The captions of the Ordinance and Resolutions read as follows: Approval of an Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING A SCHEDULE OF WHOLESALE WATER TREATMENT RATES AND TERMS AND CONDITIONS; INCLUDING PROCEDURAL PROVISIONS AND DECLARING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCil., OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AN AGREEMENT BETWEEN THE CITY AND CARTER & BURGESS, INc. FOR PROFESSIONAL ENGINEERING SERVICES IN CONNECTION WITH THE POSEY ROAD WATERLINE PROJECT; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE.
