" 0 i4&01 <br />T R A\ C E <br />2.2 Phasing <br />The project will be developed in a series of phases as described below. <br />• In addition to other applicable health and safety ordinance requirements, each phase will <br />be required to meet Emergency Access requirements at all stages of development as <br />defined by the International Fire Code. <br />• Unless otherwise noted, all City of San Marcos Codes and Procedures shall be complied <br />with for this development. <br />Development - Phase A will begin at the intersection of Posey Road and Road Segment A <br />and will service Planning Areas 1, 2, 3 and the private amenity center of Planning Area 4. In <br />order to provide wastewater services for the two residential planning areas, lift stations A and <br />B located within Planning Areas 2 and 7, will also need to be constructed concurrent with this <br />phase of development. Also, one and one-half miles of off-site force main will need to be <br />constructed from Lift Station B north of the project to connect to an existing wastewater line <br />near the Tanger Outlet Malls on Centerpoint Drive. Planning Areas 1 & 2 will contain single <br />family home sites for merchant builders. Planning Area 3 is a neighborhood retail site and will <br />be subject to market demand but will be "shovel ready" and available for sale in conjunction <br />with the construction of Planning Areas 1 and 2. <br />Development - Phase 1B will begin at the intersection of 1-35 and Road Segment B and will <br />service Planning Areas 8, g lo, 11 and 12. The grading of Phase 1B of development will be <br />commenced almost concurrently with Phase 1A to provide shovel ready properties contingent <br />upon securing buyers / users for the retail, business center or multi -family sites noting that <br />these sites will be available for sale as soon as the water and wastewater facilities are available <br />to serve them. This phase of construction is dependent solely on the development of Phase 1 <br />A because the water lines serving Development Phase 1 B come from Posey Road, thru Road <br />Segment A, a portion of Road Segment C, Road Segment D, and Road Segment B. These water <br />lines are well over 1 mile in length. Wastewater service cannot be delivered to Development <br />Phase 1 B until the Wastewater Lift Station at the southeasternmost corner of the project is <br />fully built and operating. There are over 2.5 miles of force main lines commencing at this lift <br />station and traveling north from the project site to a point near orjust north of the Outlet Malls <br />which must also be built priorto delivery of shovel ready properties within Development Phase <br />1B. Development Phase 1B will require approximately 8/loths of a mile of gravity sewer line to <br />be built from Development Phase 1B to the lift station located at the southeasternmost corner <br />of the project. Planning Area g is a 44 acre general commercial site with a variety of uses <br />allowed and will be for sale subject to securing either a user or developer. Planning Areas 8 <br />and 12 are multi -family sites and will be for sale subject to market demand. Planning Areas to <br />& 11 are community commercial sites and will be for sale, subject to market demand. <br />Development - Phase 2 will then begin at the intersection of Old Bastrop Highway and Road <br />Segment C and will service Planning Areas 5, 6 and 7. Planning Area 5 is an elementary school <br />site and will be donated to, and built by, the local school district when sufficient student <br />demand has occurred. Alternatively, if not developed as a school site, this site will contain <br />additional single family lots. Planning Area 6 is planned for the largest lots in the development, <br />subject to market conditions, and will provide for larger and more expensive homes. The <br />timing of Planning Area 7 will be subject to absorption of homes in Planning Area 1 or 2. In <br />13 <br />
