City Council Meeting Minutes December 17, 2019 <br />behalf of the City; setting a date for a Public Hearing concerning the proposed annexation <br />of said tract of land; and declaring an effective date; and consider approval of Resolution <br />2019-263R. <br />Shannon Mattingly, Director of Planning and Development Services, provided <br />a brief presentation regarding the setting of the proposed annexation schedule. <br />Mayor Hughson opened the Public Hearing at 6:50 p.m. <br />Those who spoke: <br />Ed Theriot, stated he is available to answer any questions Council may have on <br />this item. <br />There being no further comments, the Mayor closed the Public Hearing at <br />6:51p.m. <br />A motion was made by Mayor Pro Tem Mihalkanin, seconded by Council <br />Member Derrick, to approve Resolution 2019-263R. The motion carried by the <br />following vote: <br />For: 6 - Council Member Gonzales, Council Member Derrick, Mayor Hughson, Mayor Pro <br />Tem Mihalkanin, Council Member Marquez and Council Member Baker <br />Against: 0 <br />Absent: 1 - Deputy Mayor Pro Tem Rockeymoore <br />17. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Resolution 2019-264R, authorizing the submission of the 2018 Community <br />Development Block Grant ("CDBG") Program Consolidated Annual Performance <br />Evaluation Report (CAPER) to the United States Department of Housing and Urban <br />Development; and declaring an effective date; and consider approval of Resolution <br />2019-264R <br />Shannon Mattingly, Director of Planning and Development Services, provided <br />a brief presentation. <br />Mayor Hughson opened the Public Hearing at 6:57 p.m. <br />Those who spoke: <br />Roland Saucedo, stated that he is neither for or against this item. He had <br />questions in regards to the emergency repair program and asked if this is <br />associated with the annual program by the Southside Community Center <br />where they do repairs on ten houses per year.
