John James, the Chief Planner, stated most of the work on this <br />Sector Plan was completed two years ago and put on hold until the Schulle <br />Canyon decision could be made. The Planning and Zoning Commission <br />recommended the Plan in May of 1998. One-quarter of the area is vacant <br />and future uses of the vacant land were provided, and some changes have <br />already occurred. Francis Horne stated low density was being recommended <br />for his property. He stated it is a busy street located close to the <br />University and thinks medium density would be more appropriate for that <br />area to provide some student housing. Mr. Moseley indicated his <br />willingness for the Council to look at the possibility of medium density <br />for Dr. Horne's property and stated Dr. Horne makes a good argument. Ms. <br />Hughson asked Mr. Patterson what is allowed in low density, and Mr. <br />Patterson stated 6 per acre are allowed, which would include duplexes. <br />Mr. Doiron asked Mr. Patterson if Dr. Horne addressed this issue with the <br />Planning and Zoning Commission, and Mr. Patterson stated they looked at <br />the future plan for the area and the Commission took the adjoining single- <br />family neighborhood into consideration. Mayor Chiu stated he too would be <br />interested in looking further into Dr. Horne's request. Mr. Doiron and <br />Ms. Hughson stated they could support limited business. Mr. Doiron stated <br />that is a pretty neighborhood, and it should be allowed to remain so. Mr. <br />Moseley requested the Council consider the change at second reading to <br />medium density and stated he did not think this change would creep into <br />the neighborhood. The Council voted unanimously for approval of the <br />Ordinance on first reading. <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY THE ADDITION OF PARKING LIMITATIONS IN THE <br />200 THROUGH 400 BLOCKS OF WEST SAN ANTONIO STREET; INCLUDING <br />PROCEDURAL PROVISIONS; PROVIDING FOR PENALTIES; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Cox moved for approval of the Ordinance on first reading and Ms. Tatum <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration removing from the table and <br />considering adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE FUTURE LAND USE PLAN OF THE CITY MASTER PLAN, FROM MIXED <br />USE TO MEDIUM DENSITY RESIDENTIAL FOR AN 8.13 ACRE, MORE OR LESS, <br />TRACT OF PROPERTY, AND FROM MIXED USE TO COMMERCIAL FOR A 9.9 ACRE, <br />MORE OR LESS, TRACT OF PROPERTY, BOTH TRACTS BEING LOCATED NEAR THE <br />INTERSECTION OF RANCH ROAD 12 AND BISHOP STREET; AND DECLARING AN <br />EFFECTIVE DATE. <br />
