Mr. Moseley then moved to adjourn into Executive Session at 7:54 p.m. pursuant to the Government Code, Section 551.071, to seek the City Attorney's advice regarding the Weatherford future land use plan amendment and Mr. Doiron seconded the motion, which passed unanimously. Mr. Doiron moved the Council reconvene at 8:18 p.m. and Mr. Mayhew seconded the motion, which passed unanimously. Mayor Chiu read the following into the record, ~This Friday, December 15, 2000, will be the third anniversary of the City Council's adoption of the Sector 2 Plan. The City Charter provides for the Planning and Zoning Commission to hold public hearings and make recommendations to the City Council regarding the land use element of the master plan once every three years. The City Council would like for the process for review of the land use element of the Sector 2 Plan to be undertaken and completed as soon as possible by the Planning and Zoning Commission, with involvement of all Sector Two stakeholders. The Commission may wish to consider any changed circumstances it finds within Sector 2 itself, and in nearby areas of other sectors, in making its recommendations. In light of this direction to the Planning and Zoning Commission, the Council wishes to withhold final action on the pending land use amendment, LUA-00-03, and table the amendment until the first regular Council Meeting in July of 2001 and asked if there was a motion to that effect." Mr. Doiron moved to table this Resolution and Ms. Tatum seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of minutes of the Regular Meeting held December 4, 2000, adoption of three Ordinances on third and final reading, adoption of five Resolutions and approval of Change Order No.6 in the amount of $115,552.50 in connection with the Northwest Water System Improvement Project on consensus. The Council removed Item 11, adoption of Ordinance on third and final reading, and Item 14, adoption of a Resolution, to be considered separately. Mr. Doiron moved for approval of the minutes of the Regular Meeting held December 4, 2000, for adoption of the remaining two Ordinances on third and final reading, for adoption of the remaining four Resolutions and approval of Change Order No.6 in connection with the Northwest Water System Improvement Project on consensus and Mr. Moseley seconded the motion, which passed unanimously (Ms. Hughson abstaining to Item 17, adoption of Resolution, disclosure affidavit filed with City Clerk). The captions of the Ordinances and Resolutions read as follows: Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCES FOR THE 1999-2000 AND 2000-2001 FISCAL YEARS TO PROVIDE FOR END-OF-YEAR RECONCILIATION OF REVENUES AND EXPENDITURES, AND TO REAPPROPRIATE FUNDING FOR THE ENCOURAGEMENT OF THE ARTS; AND DECLARING AN EFFECTIVE DATE.
