<br />191. <br /> <br />Regular Meeting <br /> <br />December 11, 2000 <br /> <br />Page 4 <br /> <br />Mr. Doiron moved to remove this matter from the table and Mr. Moseley <br />seconded the motion, which passed unanimously. Mr. Moseley then moved to <br />adjourn into Executive Session at 7:54 p.m. pursuant to the Government <br />Code, Section 551.071, to seek the City Attorney's advice regarding the <br />Weatherford future land use plan amendment and Mr. Doiron seconded the <br />motion, which passed unanimously. Mr. Doiron moved the Council reconvene <br />at 8:18 p.m. and Mr. Mayhew seconded the motion, which passed unanimously. <br />Mayor Chiu read the following into the record, ~This Friday, December 15, <br />2000, will be the third anniversary of the City Council's adoption of the <br />Sector 2 Plan. The City Charter provides for the Planning and Zoning <br />Commission to hold public hearings and make recommendations to the City <br />Council regarding the land use element of the master plan once every three <br />years. The City Council would like for the process for review of the land <br />use element of the Sector 2 Plan to be undertaken and completed as soon as <br />possible by the Planning and Zoning Commission, with involvement of all <br />Sector Two stakeholders. The Commission may wish to consider any changed <br />circumstances it finds within Sector 2 itself, and in nearby areas of <br />other sectors, in making its recommendations. In light of this direction <br />to the Planning and Zoning Commission, the Council wishes to withhold <br />final action on the pending land use amendment, LUA-00-03, and table the <br />amendment until the first regular Council Meeting in July of 2001 and <br />asked if there was a motion to that effect." Mr. Doiron moved to table <br />this Resolution and Ms. Tatum seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Chiu introduced for consideration approval of minutes of the Regular <br />Meeting held December 4, 2000, adoption of three Ordinances on third and <br />final reading, adoption of five Resolutions and approval of Change Order <br />No.6 in the amount of $115,552.50 in connection with the Northwest Water <br />System Improvement Project on consensus. The Council removed Item 11, <br />adoption of Ordinance on third and final reading, and Item 14, adoption of <br />a Resolution, to be considered separately. Mr. Doiron moved for approval <br />of the minutes of the Regular Meeting held December 4, 2000, for adoption <br />of the remaining two Ordinances on third and final reading, for adoption <br />of the remaining four Resolutions and approval of Change Order No.6 in <br />connection with the Northwest Water System Improvement Project on <br />consensus and Mr. Moseley seconded the motion, which passed unanimously <br />(Ms. Hughson abstaining to Item 17, adoption of Resolution, disclosure <br />affidavit filed with City Clerk). The captions of the Ordinances and <br />Resolutions read as follows: <br /> <br />Adoption of Ordinances on third and final reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY BUDGET ORDINANCES FOR THE 1999-2000 AND 2000-2001 <br />FISCAL YEARS TO PROVIDE FOR END-OF-YEAR RECONCILIATION OF REVENUES <br />AND EXPENDITURES, AND TO REAPPROPRIATE FUNDING FOR THE ENCOURAGEMENT <br />OF THE ARTS; AND DECLARING AN EFFECTIVE DATE. <br />
