February 5, 2008 <br />Page 8 <br />30. Hold a discussion regarding Rental Review Task Force and direction to Staff. Mayor Narvaiz stated she <br />asked this discussion be agendized based on attendance, or redirecting the mission. She stated a few months ago <br />Council appointed a seven member task force to have dialogue on this issue. She stated since this group began <br />to meet, attendance has become an issue. She stated she feels the Council needs to decide how to proceed with <br />the task force concept. Councilmember Guerrero stated he feels if Council proceeds with continuing with the <br />task force then attendance is important. He stated he is open to adjustment on who is serving on the board and <br />giving direction to what Council wants to see from the task force. Councilmember Porterfield stated she <br />reviewed the minutes from when the task force was formed to review the proposed Ordinance. She stated she is <br />not convinced the proposed Ordinance is the answer to the problems. She also stated the current noise ordinance <br />need to be reviewed. She stated she supports the task force direction be broadening to review all problems and <br />solutions. She also stated she feels this task force should include the city attorney and to also appoint people who <br />will attend the meetings. Councilmember Couch stated she would like to hold off on the task force meetings and <br />allow Assistant Chief of Police, Lisa Dvorak, to complete her work first. Councilmembq Thomaides stated" <br />originally the previous City Manager had requested Council look at a rental registration, but Council wanted to <br />review other options. So Council appointed a work group to consider and provide..a product to Council. He <br />stated he feels it would be wrong to ask this group to begin working a product and then remove them from that <br />work; he supports leaving the task force intact and continue their work. He stated he would also like to see the <br />difference between what the City currently has and what is being proposed. Mayor Narvaiz stated the Marshal <br />was asked to research other ideas from University communities and to address all issues. She stated she feels <br />Council should hold a Workshop with Assistant Chief of Police and hold off on Task Force work until Staff has <br />had an opportunity to work on it. Councilmember Guerrero stated he supports setting aside the Task Force for <br />now. Mayor Narvaiz stated she feels the City Attorney should review the current Ordinance and proposed <br />Ordinance and have a panel discussion with Council. She stated then the Task Force can pick up their work after <br />the discussion. Councilmember Jones stated this issue came up because of the problems in Sagewood, but this <br />Ordinance does not address these concerns. He also stated he does not feel that all the issues have not been <br />addressed. Councilmember Bose stated these issues affect all of San Marcos, property values, and economic <br />development; these issues need to be addressed. Mayor Narvaiz stated she feels there should be a workshop that <br />focuses on community policing; then dialogue and if not satisfied then go to the next step. Councilmember <br />Jones stated he would support a workshop. Ms. Porterfield stated she supports a workshop and feels if the Task <br />Force is near the end of their work then they could present as well. Councilmember Guerrero stated he supports <br />the workshop, but feels the Task Force should continue their work. The Council agreed by consensus to hold a <br />workshop with a panel discussion; then decide the next process with the Task Force. <br />31. Hold a discussion regarding setting a date, time and place for Budget Policy Workshop (proposed <br />date, time and place is Friday, April 4, 2008 at 8:30 a.m. in City Hall Conference Room) and direction to <br />Staff. The Council agreed by consensus to hold the Budget Policy Workshop on April 10, 2008 at 8:30 a.m. in <br />the City Hall Conference Room. <br />32. Hold a discussion regarding WiFi and direction to Staff. Due to the late hour this Item was moved to the <br />February 19, 2008, City Council Meeting. <br />33. Question and answer session with press and public. <br />There were no questions. <br />34. Adjournment. <br />
