(c) Provide and maintain a photo cell and dimmer control to assure the luminance

<br />(e) Message shall be illuminated for at least 60 seconds with a 2 second pause between

<br />classified neighborhood whether sin le family, multi-family, townhouse, or mixed use

<br />SECTION 3. Chapter 8, Article 1 of the San Marcos Land Development Code is
<br />amended as follows (underlining indicates added text, °+~~'-°+"~^"^" indicates deleted text):
<br />251. Sign shall means and include every device, structure, frame, letter, figure,
<br />character, mark, plane, point, design, picture, stroke, stripe, projection, symbol, logo,
<br />trademark, or reading situated outdoors or indoors affixed to a windows or located
<br />within 12 inches from a window facing the exterior, which is used, or intended to be used, to
<br />attract attention, convey information, identify or advertise any establishment, product, o,
<br />or service when the same is placed in view of the off premises general public. '

<br />.The term sign shall not include the flag or pennant or insi nia of any state, citX
<br />or other bolitical unit or of anv charitable. educational. bhilanthrobic. civic. or religious
<br />or anization.
<br />(a). Sign, animated means an~gn that uses flashing lights, movement, changing of
<br />li~.~ or any other means to depict motion, an illusion of motion, create a special
<br />effect or scene through the use of patterns of li hts, changes in color or light intensity,

<br />computerized special effects, video displays or throu~y other method, including
<br />holographic displays, which create a three dimensional ima e,_ e,~.~ j ection or
<br />television screens and which the message does not include a CEVM sign as defined
<br />below in subsection (d) or a community information sign.
<br />(b) Sign, attached means any sign attached to, applied on or supported by any part of
<br />a building or accessory structure or moveable panels.
<br />(c) Sign, automatic changing means a sign which automatically changes the sign
<br />copy on a preprogrammed cycle through the use of illumination.
