inside the City limits, or as a residential or open space/floodplain land use within <br />the Master Plan if outside the City limits. <br />(~ Off-Premise Signs with an Existing Principal Structure or Use. Except within the <br />highway corridor, off-premise signs erected or restructured on premises that have an <br />existing principal structure or use are subject to the same requirements that apply to <br />permanent on-premises signs in the same location. <br />(g) Changing a Sign fi°om Off-Premise to On-Premise. The changing of an off- <br />premise sign to an on-premises sign by a change in the copy, except for messages <br />advertising the sign for sale or lease, and the changing of an on-premises sign to an off- <br />premise sign requires a permit. Except within the highway corridor, changed signs shall <br />comply with all regulations pertaining to the new use of the signs. <br />(h) Off-premise Sign Registration. <br />(1) A person who owns any off premise sign within the City or its extraterritorial <br />jurisdiction shall file with the Planning Director a complete listing, on a <br />registration form provided by the Planning Department, of all off premise signs <br />owned by the personas required by this subsection. An initial listing as of January <br />1, 2003 shall be filed by September 30, 2003. An updated listing as of January 1, <br />2006 and each three year period thereafter must be filed with the Director by <br />February 1 St of the applicable year. <br />(2) No fee is required in connection with the filing of a registration form. <br />(3) It is unlawful for a person who owns anoff-premise sign to fail to file a <br />complete registration form in a timely manner as required by subsection (1). A <br />separate offense is deemed to be committed for each sign owned by the person <br />that is not properly registered, and for each day a sign owned by the person is not <br />properly registered. <br />Sec. 6.3.3.7 CEVM Suns <br />General.
