<br /> 125. <br /> Regular Meeting November 13, 2000 Page 6 <br /> Mayor Chiu introduced the City Council's Report. (1) Mr. Cox advised the <br /> National League of Cities has a University Communities Committee, and one <br /> of the discussions they will consider will be parking problems in college <br /> communities. Mr. Cox has been asked to chair this committee, and they <br /> will be sharing their experiences. (2) Mr. Cox stated he has been <br /> representing the City on the Hays County Parks Advisory Board, and his <br /> term has expired. He is willing to serve again if the Council wants him <br /> to, or someone else can serve. It was consensus of Council for Mr. Cox to <br /> continue serving on this committee. (3) Mr. Cox stated a citizen who <br /> resides in the ETJ has voiced concern regarding visual obstructions by <br /> Grande Communications' lines. The citizen stated the lines are an <br /> infringement to the otherwise scenic views and would be less obstructive <br /> if the lines were placed higher. It was consensus of Council to agendize <br /> this matter for discussion. (4) Paul Mayhew stated during a Sector 3 <br /> meeting, there was a discussion regarding how code violations are handled <br /> when there is a neighbor with more than two unrelated persons living in a <br /> residence where that is not allowed. Mr. Gilley stated that is a <br /> difficult issue as the City must prove who the occupants of a residence <br /> are. Ms. Sherri Russell stated one way that is done is to see what cars <br /> are parked each morning at a residence, and the City must establish a <br /> pattern. Mr. Mayhew stated there is no code enforcement officer. Ms. <br /> Russell stated the City uses a paralegal for some research. The Council <br /> stated they want to further discuss this issue. Mr. Moseley stated if the <br /> owners or managers are held responsible instead of the residents, they <br /> will get the message and deal with this, and the City could have a better <br /> handle on this problem. It was consensus to agendize this matter. (5) <br /> Ms. Tatum stated Linda Kindred has been ill and unable to serve on the <br /> Sesquicentennial Committee. She would now like to participate on this <br /> Committee. Mr. Doiron wants her to be a part of the Committee. <br /> Mayor Chiu introduced an Executive Session pursuant to the Government <br /> Code, Section 551. 086, to discuss commercial or financial information the <br /> City has received from a business prospect with which the City is <br /> conducting economic development negotiations, or to deliberate the offer <br /> of a financial or other incentive to such a business prospect (South <br /> IH35/McCarty area). Mr. Moseley moved the Council adjourn into Executive <br /> Session at 7:57 p.m. and Mr. Doiron seconded the motion, which passed <br /> unanimously. <br /> Ms. Hughson moved the Council reconvene at 8:49 p.m. and Mr. Mayhew <br /> seconded the motion, which passed unanimously. <br /> The meeting adjourned at 8:50 p.m. on motion made by Mr. Doiron and <br /> seconded by Mr. Mayhew. <br /> lì~~ <br /> David Chiu <br /> Mayor <br />
