Mr. Mayhew stated the Ordinance refers to <br />absenteeism over the preceding twelve months and asked if the wording <br />should reflect from appointment to appointment. Mr. Taylor explained both <br />were discussed, and the current system was deemed to be the better one. <br />Mr. Doiron stated he thinks some board members will take advantage of the <br />amount of absenteeism time allowed and agrees with Ms. Hughson that it <br />becomes a burden on boards to function without full board attendance. Mr. <br />Moseley stated there is a need to add flexibility to help the board <br />members, and there should be some authority provided to boards to make <br />this decision. Ms. Hughson noted there could be flexibility such as when <br />a group meets at a time other than the regularly scheduled time. Mr. <br />Doiron stated the Council should consider asking the boards for input. <br />Ms. Huffman advised the Council the Citizens Review Commission is looking <br />at this issue explicitly with boards to make recommendations. The Council <br />wants to receive these recommendations from the Citizens Review <br />Commission. <br /> <br />Mayor Chiu introduced the City Manager's Report. (1) Mr. Gilley stated in <br />January the Legislature will be in session and the City needs to be more <br />involved with the legislators. Mr. Gilley asked the Council if they would <br />be interested in holding a dinner meeting and inviting Messrs. Armbrister, <br />Greene and Barrientos. Mr. Gilley stated it would be important to meet <br />our legislators so that when we call them regarding issues, they will know <br />who we are. Mr. Gilley was asked to set this dinner meeting. (2) The <br />Council Visioning Workshop is scheduled January 12 for one day and the <br />Policy Statement Workshop is scheduled for two days February 16 and 17. <br />(3) Mr. Gilley reminded the Council that Student Government Day will be <br />Wednesday, November 29, and the Council is invited to any of the <br />activities they would like to attend. <br /> <br />Mayor Chiu introduced the City Attorney's Report. Mr. Taylor had no <br />report at this meeting. <br /> <br />Mayor Chiu introduced the City Council's Report. (1) Mr. Cox stated the <br />William Hightower Chapter of the Sons of the American Revolution honored <br />Rodney Vanoudekerke with the Outstanding Lawman's Award. (2) Ms. Hughson <br />stated anyone interested in having the Council agendas e-mailed to them <br />should complete a form available through the City Clerk's Office. (3) Ms. <br />Hughson asked the Council if there was still an interest in hosting a get <br />together of all elected officials in Hays County. She stated the City may <br />want to consider providing a windshield historical tour. Mr. Doiron <br />stated we might want to ask the outlet malls for assistance. The Council <br />directed Ms. Womack proceed to schedule a Saturday date in January. (4) <br />Ms. Tatum stated Lupe Carbajal stated the downtown area is not as clean as <br />it could be, and especially the Hutchison Street area. He provided Ms. <br />Tatum with a brochure of a Litter Hawk, which Ms. Tatum passed on to the <br />Council to look at. (5) Ms. Tatum stated the Tanger marketing plan for <br />Christmas was completed and played a CD of the radio advertisement. She <br />stated the spring ads would start in January.
