He was in favor of the <br />test period to allow time for the neighbors' concerns to be worked out. <br />Mr. Stone stated the sale of alcohol would be important, as there was a <br />tight margin of profit with many restaurant businesses. Mr. Doiron moved <br />to amend the Resolution to provide a 9-month trial period and require the <br />neighborhoods' concerns be addressed and Mr. Moseley seconded the motion. <br />Ms. Hughson stated a 9-month trial is too long. On roll call the <br />following vote was recorded: <br /> <br />AYE: Doiron, Moseley, Chiu, Cox, Mayhew, Tatum. <br /> <br />NAY: Hughson. <br /> <br />ABSTAIN: None. <br /> <br />The Ramirezes, the Chamber of Commerce, Hispanic Chamber of Commerce, City <br />staff representatives and the neighbors were asked to have a meeting to <br />address the neighborhood concerns. Lillian Garcia stated the Council is <br />more interested in business than in neighborhoods. Ms. Tatum stated she <br />hopes solutions come out of the meeting to rid the neighborhood of trash <br />and to encourage proper disposal. Dr. Elvin Holt stated he has lived in <br />this neighborhood for twelve years and has an investment as a neighbor but <br />is willing to talk to find solutions. This matter must come back in nine <br />months if the Ramirezes want to continue the sale of alcohol. On roll <br />call for adoption of the Resolution as amended, the following vote was <br />recorded: <br /> <br />AYE: Doiron, Moseley, Chiu, Cox, Mayhew, Tatum. <br /> <br />NAY: Hughson. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Chiu introduced for consideration a public hearing and adoption of a <br />Resolution. Mayor Chiu stated for the record he wanted to mention that <br />interested persons may submit comments on the proposed use of grant funds <br />either orally or in writing, and that those made in writing should be <br />submitted to the Chief of Police. The caption of the Resolution was then <br />read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AND RATIFYING THE ACCEPTANCE OF A GRANT AWARD FROM THE <br />BUREAU OF JUSTICE ASSISTANCE FOR A LOCAL LAW ENFORCEMENT BLOCK GRANT; <br />APPROVING THE CONTRIBUTION OF MATCHING FUNDS BY THE CITY AND <br />AUTHORIZING THE CITY MANAGER TO EXECUTE ALL GRANT RELATED DOCUMENTS <br />ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Chiu closed the public hearing.
