Mayor Chiu introduced Item 5 tabled earlier in the agenda (public hearing held earlier in the agenda), approval of an Ordinance on first reading, the caption which reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 114.578 OF THE ZONING CHAPTER OF THE CITY CODE TO REVISE REGULATIONS PERTAINING TO ALCOHOLIC BEVERAGE SPECIFIC USE PERMITS IN THE CENTRAL BUSINESS AREA ZONING DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mr. Moseley moved to remove the Ordinance from the table and Mr. Doiron seconded the motion, which passed unanimously. Mr. Doiron moved to amend the Ordinance to delete 7.A. and Mr. Moseley seconded the motion, which passed unanimously. The Council then voted unanimously for approval of the Ordinance on first reading (motion and second for approval on first reading on Page 3). Mayor Chiu introduced for consideration approval of the minutes of the Regular Meeting held November 13, 2000, adoption of two Ordinances on third and final reading, adoption of three Resolutions and approval of Change Order No.2 in the amount of $125,128.64 in connection with the Eastside Interceptor Phase II and IH35 Relief Sewer on consensus. The Council removed Items 16, adoption of Ordinance on third and final reading and 20, adoption of Resolution, to be considered separately. Mr. Doiron moved for approval of the minutes of the Regular Meeting held November 13, 2000, adoption of the remaining Ordinance on third and final reading, adoption of the remaining two Resolutions and approval of Change Order No. 2 in the amount of $125,128.64 in connection with the Eastside Interceptor Phase II and IH35 Relief Sewer on consensus and Ms. Hughson seconded the motion, which passed unanimously. The captions of the Ordinance and Resolutions read as follows: Adoption of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.567 OF THE CITY CODE TO AUTHORIZE THE CITY MANAGER TO EXECUTE MONTH-TO-MONTH AIRPORT LEASE AGREEMENTS; INCLUDING PROCEDURAL PROVISONS; AND PROVIDING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE APPOINTMENT OF PAULETTE DAUGHERTY AS ASSISTANT CITY CLERK FOR PURPOSES OF VITAL STATISTICS RECORDS ADMINISTRATION; AND DECLARING AN EFFECTIVE DATE.
