City Council <br />Meeting Minutes February 4, 2020 <br />providing authorizations for execution or submission of documents related to the <br />application and for negotiation and execution of an agreement for the annual payment in <br />lieu of taxes; and declaring an effective date. <br />Shannon Mattingly, Director of Planning and Development Services provided <br />a brief presentation regarding the project, she provided the proposed Total <br />Units and the income restriction. <br />Mayor Hughson opened the Public Hearing at 6:48p.m. <br />Those who spoke: <br />Victor Miramontes, spoke in support of this item and as a managing partner <br />he believes in his project. He respects the housing policy process and believes <br />in local control and local ownership. They have teamed up with the San <br />Marcos Housing Authority and this ownership partnership will produce about <br />$3.8 million dollars over 13 years. It is affordable, they are 56% AMI on <br />average and 42% of the units are 50% AMI and below. It is true mixed <br />income. Spoke about the comment made about the need for diversity and he <br />believe this is accurate and there is also a need for developer diversity. <br />Roland Saucedo, former member of the workforce housing task force, has come <br />forward on many of these requests. He asked that Council approve this <br />project. They have gone above and beyond to meet the requirements set out by <br />Council. The only concern he has is the money spent on the housing survey <br />and how it recognized the huge lack of affordable housing in our community <br />and the great need we have. He believes these two development projects have <br />in good faith shown a good project. His fear is if we keep putting them off, the <br />materials will go up in price due to inflation. They are trying to better our <br />community. People learn from people and mixed income units helps the <br />community. Please support this. <br />There being no further comments, the Mayor closed the Public Hearing at <br />7:01p.m. <br />A motion was made by Council Member Derrick, seconded by Deputy Mayor <br />Pro Tem Rockeymoore, to approve Resolution 2020-28R. The motion carried <br />by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />City of San Marcos Page 8 <br />
