AND TO <br />GENERAL CONSTRUCTION BY RANDY'S, INC. FOR THE DEMOLITION AND REMOVAL <br />OF WATER STORAGE TANKS; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE <br />CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Chiu introduced for consideration Item 25 removed from the consent <br />agenda, adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF AN ADVERTISING PROGRAM <br />AGREEMENT BETWEEN THE CITY, TANGER PROPERTIES LIMITED PARTNERSHIP AND <br />PRIME RETAIL, L.P., FOR A JOINT ADVERTISING PROGRAM; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Hughson moved for adoption of the Resolution and Ms. Tatum seconded <br />the motion. Ms. Hughson stated the City's funding for the Advertising <br />Program Agreement is from the Hotel and Motel Occupancy Tax. Mr. Gilley <br />stated the City's portion of the agreement does come from the Hotel and <br />Motel Occupancy Tax. Ms. Hughson stated she was disappointed that Prime <br />and Tanger Outlets are not contributing more. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Chiu introduced for consideration Item 27 removed from the consent <br />agenda, adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ADOPTING A POLICY ON TAX ABATEMENT AND OTHER ECONOMIC DEVELOPMENT <br />INCENTIVES FOR THE CITY OF SAN MARCOS, TEXAS; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Cox moved for adoption of the Resolution and Ms. Tatum seconded the <br />motion. Ms. Hughson stated in the future she wanted the process of these <br />policies to be sent to the Economic Development Council first for their <br />review and input. The Council agreed by consensus to send the policies to <br />the Economic Development Council first for review and input. The Council <br />then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Chiu introduced a discussion regarding parking in residential areas. <br />Mr. Cox stated he had received several complaints from citizens in the <br />community, and Mr. Ingram who spoke in the Citizen comment period was one <br />of them. Mr. Cox stated he has also received a complaint about a trailer <br />parked on Hughson Street, which has created a safety hazard. Mr. Cox <br />stated Mr. Mihalkanin had requested the staff research what other <br />municipalities do in regard to similar situations, and the staff did <br />provide an Ordinance from the City of Farmer's Branch.
