<br />76. <br /> <br />Regular Meeting <br /> <br />February 11, 2002 <br /> <br />Page 2 <br /> <br />stated he is a resident of Hills of Hays and asked why the City wants to <br />link Crystal River Parkway and wanted to know if there were other options. <br />He is concerned for the safety of the children in the neighborhood. (5) <br />Cindy Smith signed up to speak but decided not to speak during this time. <br />(6) Donnie Fryer and (7) Erica Renger signed up to speak but decided not <br />to speak during this time. (8) Jay Whitaker of Dale Street expressed <br />concern for the health of San Marcos citizens who receive secondhand <br />smoke. He stated some restaurants are sectioned but everyone in the <br />restaurant still breathes the secondhand smoke. He wants the Council to <br />prohibit smoking in public buildings and restaurants. He provided the <br />Council with a copy of an Ordinance from New Braunfels to review. He <br />stated the bowling alley allows smoking part of the time. He wants the <br />Council to consider prohibiting smoking for the health of the citizens. <br />(9) Eli Sepulveda of the Hills of Hays wanted to know who would benefit <br />from the proposed roadway and thought the City should find other options. <br />He stated the traffic would endanger the neighborhood children and the <br />park nearby would no longer be safe for them to play in. (10) Todd Engram <br />stated he lives on Highland Drive near Holland. He stated a neighbor <br />collects items and now places them in his front yard. He wants the <br />Council to look into establishing and strengthening Ordinances to prohibit <br />this as it degrades the neighborhood and hurts property values. (11) Dr. <br />Randy Rogers stated he wanted to speak to Item 8 on the agenda regarding <br />the Ordinance calling for the May 4, 2002 Election. He urged the City <br />Council to not eliminate the Planning and Zoning Commission position <br />representing the extraterritorial jurisdiction (ETJ) of the City. He <br />thinks it is a good idea to keep the position because the ETJ needs to <br />have representation and the City needs their perspective. Another issue <br />raised by Dr. Rogers was in regard to parkland. He thinks parkland should <br />be designated as public land, and allow schools to be built on this public <br />land. The school grounds could then have a dual purpose of serving as <br />public parks and could save the taxpayers money. (12) Peggy Sachtleben <br />stated if the roadway is built in front of the Hills of Hays, the traffic <br />will cause pollution, and they do not need this road. She stated she <br />enjoys the neighborhood life and park without the proposed roadway. (13) <br />Sherwood Bishop stated he is Chair of the Parks and Recreation Advisory <br />Board. He is in favor of the continuation of the San Marcos Park Rangers. <br />He stated they provide rescue, medical and public safety and have a <br />positive presence. They have walking and bicycle patrols and work on a <br />part-time basis. They are managed on a volunteer basis by Ken Bell and <br />need a full-time manager for this program and hopes the Council will <br />consider this in the budget process. (14) Ernest Sepulveda came to <br />inquire about the proposed roadway. He invited the Council to visit the <br />Hills of Hays neighborhood. He wanted to know what speed limit would be <br />allowed on the proposed roadway and was concerned with the traffic flow it <br />would cause. He stated the school traffic in the mornings has speeding in <br />the school zones now and has lots of concerns and questions the increased <br />traffic will cause. He stated there are many issues that need to be <br />addressed before a decision is made. (15) Marcus Schimank stated he is a <br />resident of Hills of Hays and shares the same concerns expressed by the <br />neighborhood.
