<br /> 131. <br />Regular Meeting February 25, 2002 Page 4 <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading and <br />Ms. Tatum seconded the motion. Ms. Hughson stated the Council would now <br />hear from those citizens who signed up to speak during the three minute <br />Citizen comment period and asked to postpone speaking until Item 8.5. <br />(1) Dr. RaYmond Poff stated he is a resident of Hills of Hays and was <br />opposed to the Crystal River Parkway extension. He stated there should be <br />public meetings, so the City Staff can inform all of the residents in the <br />affected areas of how Sector Five will affect their neighborhoods. (2) <br />Dr. Nico Schuler stated when he moved to San Marcos he chose the Leah area <br />because of the safety, quietness and lack of traffic. He stated he is <br />opposed to the Leah to Leah connection and is concerned how the connection <br />will affect the quality of life in his neighborhood. (3) Jody Schaffer <br />asked the Council to deny Option 3 of the Sector Five Plan, which would <br />cause a high level and unsafe traffic through the Hills of Hays <br />neighborhood. (4) Reece Shaffer stated he is a resident of the Hills of <br />Hays and asked for the consideration of the Sector Five be removed from <br />the agenda, until all safety issues are addressed. (5) David Alexander <br />stated he is a resident of Mockingbird Hills and he opposes the Leah to <br />Leah connection, because it would create a shortcut through the <br />neighborhoods. (6) Robert Puente stated he lS a resident of Mockingbird <br />and is opposed to the Leah to Leah connection. He stated he does not want <br />to see Leah turn into another Bishop Street. (7) Matt Janysek stated he <br />is a resident of Hills of Hays and is opposed to the Crystal River Parkway <br />extension. He asked the Council to table Sector Five. Mr. Mihalkanin <br />asked if Option 3 is what is before the Council. Mr. Patterson stated <br />yes. This is another Option recommendation from the Planning and Zoning <br />Commission instead of the Leah to Leah connection, which connects Leah to <br />Broadway. Mr. Cox asked what street classification is Broadway? Jon <br />James, Chief Planner, stated Broadway would be classified as a minor <br />arterial. Ms. Tatum inquired if the residents from Sunset Acres had any <br />responses regarding the Leah to Broadway connection. Mr. Patterson stated <br />he had received a call from a resident of Sunset Acres who expressed their <br />concerns about the Leah to Broadway connection, and asked to be included <br />in future meetings. Mr. Mayhew asked if all the residents of Sunset Acres <br />were notified about Option 3. Mr. James stated only the neighborhood <br />representative was notified. Mr. Mayhew stated he felt there should be a <br />Public Meeting and notify all neighborhoods which would be affected. Mr. <br />Mayhew moved to table item 8.5 until the Regular City Council Meeting on <br />March 25, 2002 and Mr. Mihalkanin seconded the motion, which passed <br />unanimously. <br />Mayor Pro-Tem Hughson introduced for consideration the reconsideration of <br />two Zoning Ordinances. The Council did not wish to reconsider these <br />Ordinances. The captions of these Ordinances read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.6 ACRE <br /> TRACT OF PROPERTY LOCATED IN THE 1300 BLOCK OF WONDER WORLD DRIVE, <br /> FROM "LB" (LIMITED BUSINESS DISTRICT) TO "MF-5" (MULTI-FAMILY <br />
