il. <br />Regular Meeting January 14, 2002 Page 11 <br /> <br />Mayor Chiu intreduced fer censideration appreval ef an Ordinance en secend <br />reading, the caption which was read as fellows: <br /> <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> ADDING A NEW ARTICLE 6, LARGE PARTIES IN RESIDENTIAL AREAS, TO <br /> CHAPTER 34, ENVIRONMENT, OF THE SAN MARCOS CITY CODE, INCLUDING <br /> PROCEDURAL PROVISIONS; PROVIDING FOR PENALTIES; AND PROVIDING AN <br /> EFFECTIVE DATE. <br /> <br />Ms. Hughson moved for approval of the Ordinance on second reading and Mr. <br />Mayhew seconded the motion. Ms. Hughson moved to amend Recital 1 to read, <br />"The City staff residential areas of the City disturb the residents, <br />detrimentally .... ", and Mr. Mihalkanin seconded the motion, which <br />passed unanimously. Ms. Hugshon moved to amend Section 34.702(a) (3) on <br />Page 2 for wording regarding litter pickup to be provided indicating this <br />must be done "by 10:00 a.m. the following day,n and Mr. Mayhew seconded <br />the motion, which passed unanimously. Ms. Hughson stated she did not <br />think this should be limited to "50 or more", because the same problems <br />can happen with fewer people. Mr. Cox stated he tends to agree with that <br />principle. Ms. Hughson stated if they are blocking the street, the Chief <br />is going to go in to address this matter. Chief Griffith stated they <br />would not be required to count. Ms. Hughson then moved to amend the <br />Ordinance to delete the term "large~ throughout the Ordinance and to <br />remove the "fifty" designation and Mr. Mayhew seconded the motion, which <br />passed unanimously. Ms. Hughson asked Chief Griffith if they access names <br />through electrical deposits, and Chief Griffith indicated they now have <br />that information. Mr. Cox inquired if registration was taken out of the <br />Ordinance, and Mr. Mihalkanin stated it was not registration but rather <br />was notification. Mr. Mihalkanin stated he appreciated the work of the <br />Police Department and the partnership with the University. Mr. Mihalkanin <br />requested that citizens ask themselves how many times a police officer has <br />showed up at their home because of a noise complaint due to parties for <br />graduations, birthdays and/or anniversaries. Mr. Mihalkanin said this <br />Ordinance was being considered because some residents refuse to be good <br />neighbors and asked what we were willing to do as fellow homeowners to <br />help our neighbors protect the value of their homes. On roll call the <br />City Council voted unanimously for approval of the Ordinance on second <br />reading. <br /> <br />Mayor Chiu introduced for consideration adoption of an Ordinance on third <br />and final reading, the caption which was read as follows: <br /> <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXASAMEND!NG ARTICLE 4, WRECKERS, OF CHAPTER 90, VEHICLES FOR HIRE, <br /> OF THE SAN MARCOS CITY CODE TO UPDATE, EXPAND AND CLARIFY CITY <br /> REGULATIONS FOR WRECKER SERVICES THAT PERFORtd TOWS IN THE CITY; <br /> INCLUDING PROCEDURAL PROVISIONS AND DECLARING AN EFFECTIVE DATE. <br /> <br /> <br />
