He suggested the word <br />"large~ be deleted throughout the Ordinance, and that ~party~ be defined <br />rather than "large party~. In the definition of residence, regarding <br />sidewalks and streets, he recommended the word "private~ be added. He <br />recommended that noise violations should be triggered by complaints. In <br />regard to Item 20, the Airport Master Plan, Mr. Gibson stated it is <br />valuable to the future of the Airport for this to be approved. There will <br />be expenditures that will need to be made in the future connected with <br />this Plan. Mr. Gibson stated in regard to Item 21, he is in support of <br />the Resolution for the City to support a State Airport for Central Texas <br />in San Marcos. (4) Laura Davila of 1600 Mockingbird, stated she does not <br />want Leah Street and Leah Avenue to be connected, and this will not <br />benefit the neighborhood. She does not support the developers and does <br />not support a connection through Sunset Acres either. She stated the <br />neighborhood is now limited to only one access, and it is not a problem. <br />In the future when CTMC expands, there will be an additional access. (5) <br />Margaret Glendinning spoke in regard to the Noise Ordinance. She stated <br />it is needed for peace in the neighborhoods. She stated there needs to be <br />consequence for the perpetrators to deter violations, such as citations or <br />jail time. (6) Ron Boulden stated he is a member of the San Marcos Rental <br />Properties Association and stated landlords do provide a service to this <br />community. He thinks they do work towards peace and quiet in <br />neighborhoods, and there are tenants who are undesirable. He stated some <br />properties are landlords' bread and butter, and they cannot afford added <br />costs. He thinks the Ordinances need to be written to be against the <br />violators rather than the landlords. (7) Dianne Wassenich of Tanglewood <br />Subdivision stated there has been an increase in party sizes, and help is <br />needed. She hopes the Council will consider the Ordinances carefully and <br />allow the Police control and ability to shut down parties. She stated as <br />a landlord she has a clause in the lease to remove bad tenants. (8) Jim <br />Tinstey spoke in regard to noise from parties. He stated he is a property <br />owner and landlord and is in support of curtailing. He stated the <br />Ordinance needs to be well designed and do no harm. He expressed concern <br />regarding the suspension of electrical service and stated there could be <br />loss of fire alarms, health concerns, such as oxygen machines in use, and <br />insurance claims arising from people falling in the dark. (9) Ruben Garza <br />spoke in regard to the possibility of Leah Street being extended. He <br />thanked the Council for their public service. He is opposed to the <br />possibility of traffic through their neighborhood and expressed concern <br />for child safety. He stated the only reason for opening this area would <br />be to support a developer who is trying to capitalize on an investment. <br />He wants the Council to protect the safety of the Mockingbird <br />Neighborhood. He stated there also needs to be buffer zones between the <br />commercial and residential properties. (10) Sherwood Bishop stated LBJ at <br />Holland opened today, and it looks beautiful. He stated there are growing <br />problems with noise and parties and he sympathizes with landlords and <br />adjoining property owners. He stated maybe the Ordinance language could <br />be included in leases. New legislation is needed. Mr. Bishop supports <br />Items 11 and 12 (Noise,Party) Ordinances on the agenda, to support the <br /> <br /> <br />
