Regular Meeting January 14, 2002 Page 4 <br /> <br />Hayer Chiu introduced for consideration approval ef one appointment te the <br />Central Texas Higher Education Authority. Hs. Hughsen moved te appoint <br />Clifford Bandy te complete a vacancy, which passed unanimously. <br /> <br />Hayer Chiu introduced for consideration approval ef eno appointment te the <br />Youth Commission. There were ne nominations, and this will be <br />rescheduled. The Chamber of Commerce will recommend someone te represent <br />them. <br /> <br />Hayer Chiu introduced for consideration approval ef appointments te the <br />Land Development Cede Steering/Policy Committee (Temporary) . It was <br />consensus ef Council te appoint a nine-member Committee. Each Council <br />Hember will appoint a member, and one Council Hember and one Planning and <br />Zoning Commission Member will serve en this temporary committee. Ms. <br />Hughson suggested the Planning and Zoning £emmissien recommend their <br />representative. Ms. Hughsen moved to appoint Joe Cox, Council Member, and <br />Hr. Cox did net wish te be considered, se his name was withdrawn. Mayor <br />Chiu moved te appoint Bob Sappingten, Mr. Cox moved te appoint Bob Moeney <br />and Mr. Mihalkanin moved to appoint Jane Hughsen as the City Council <br />representative, which passed unanimously. The remaining appointments will <br />be rescheduled for the next meeting. <br /> <br />Mayor Chiu introduced receiving the 2001-2002 Charter Review Commission <br />report. Dan Gibson, Vice Chair ef the Charter Review Commission reviewed <br />the ten proposed changes with the City Council. Mr. Gibson stated Nos. <br />4 and 6 on the City Attorney's summary were related regarding residency <br />for the Council, City Manager and Planning and Zoning Commission. Ne. 2 <br />eliminates the compensation paid to Council Members' attendance at <br />meetings, which was put in place two years age. Hr. Gibson stated this <br />was to allow mere flexibility te reimburse expenses, which the Commission <br />felt should be addressed in the budget process. Ne. 3 would reduce the <br />number of readings for all Ordinances from three te two. Mr. Gibson <br />stated they added Ne. 5 to expressly authorize non-binding ballet <br />prepositions for City elections, because the City has allowed non-binding <br />ballot prepositions, se they felt it should be se stated in the Charter. <br />Ne. 7 allows appeals from the Planning and Zoning Commission te the <br />Council en specific use permits. Ne. 8 would allow mere flexibility in <br />implementing the City Master Plan. Mr. Gibson stated it would be geed not <br />to be tee rigid, especially with land use maps. Ne. 9 would change the <br />adoption ef the budget policy statement from June 30 te March 31. Ne. 10 <br />would expressly provide for holdover ef City officers until their <br />successors are ready te replace them. <br /> <br />Hr. Cox stated he thinks Ne. 3 regarding the number ef readings ef an <br />Ordinance is a Council issue and net a public issue. He does net feel the <br />adoption ef Ordinances needs te be hurried and finds three readings <br />helpful. He thinks the Council has been well served with three readings <br />and therefore the community has been well served. He stated many issues <br />before the Council are substantive issues, and changes sometimes occur at <br />third reading. It was consensus ef Council not to place No. 3 en the <br /> <br /> <br />
